Job Summary
This position diagnoses problems and makes mechanical repairs to all types of equipment used in roadway and parts maintenance and performs vehicular maintenance for all county departments. The Technician at times will be working in the field three or more hours per shift servicing equipment. This is a journey level position requiring experience in welding and fabrication, maintaining gas and diesel truck engines, and hydraulically operated equipment. Major duties include: inspecting, diagnosing, and making repairs to road construction and grounds maintenance equipment and automotive fleet; and designing, modifying, repairing, and installing hydraulic systems and components. This position is represented by Local 1432 – Int’l Association of Machinists and Aerospace Workers.
Qualifications
Education and Experience:
Three (3) years of experience as a journey level equipment/vehicle Technician Certified vocational course work or training relating to repair and maintenance of various fleet equipment may substitute for up to one (1) year of the required experience. Five (5) years of experience working on diesel truck engines and hydraulically operated equipment is highly desirable.
Must possess a valid motor vehicle operator’s license.
Must possess or be able to obtain a Commercial Drivers License Class A with air brake and HAZMAT (Hazardous Materials) endorsement and passenger endorsement, within one (1) month of hire.
Experience in welding and fabrication is highly desirable.
Any combination of education, experience, and training that would demonstrate the ability to perform the work will be considered.
Knowledge of: Gas and diesel truck engines and hydraulically operated equipment; mechanical repair and preventive maintenance.

Operates such shop equipment as grinders, AC recovery, vacuum gauge, voltage and regulator tester, wheel balancer, drill press, wheel pullers, lathes, jacks air tools, scope, dwell meter, timing light and various diagnostic hand tools and other equipment used in automotive repairs and diagnoses.
Performs electronic tune-ups and adjustments and uses a variety of diagnostic machines.
Designs, modifies, and installs hydraulic systems and other special accessories to the equipment on hand.
Maintains shop records.
May do some machinist, welder or blacksmith work; may do specialized work, such as body repair and painting.
Road tests vehicles after repair.
Supervises the work of apprentice mechanics.

Responds to emergency and non-emergency service related phone calls, e-mails, and work orders from staff and inquiries from the public requiring interpretation, data research, and independent judgment in determining the appropriate response; explains policies and procedures to customers; evaluates calls for service to determine cause of problem; and dispatches appropriate crew or technician. Coordinates water meter readings with JCSA Operations staff; initiates work orders for new or terminated service, water flow checks, meter leaks, water quality and related work, communicating results as needed either verbally or in writing with customers.
Administers JCSA Grinder Pump Maintenance Agreement program; determines potential customer eligibility, coordinates and schedules inspections by Operations field staff, issues denial letters and ensures accuracy of billing related to associated fees.
Tracks JCSA loan and connection fee payments; generates related reports, invoices and payment vouchers; initiates collection process on delinquent accounts; processes deposits and assigns appropriate general ledger account code.
(Utility Account Representative III) Determines eligibility of delinquent accounts for Commonwealth’s Debt Set Off Program and processes eligible accounts using online Virginia Department of Taxation system; places and releases property liens for eligible delinquent accounts; processes delinquent accounts through bankruptcy procedures in accordance with applicable laws.
Performs other duties as assigned.
Requirements:
Any combination of education and experience equivalent to a high school diploma, preferably supplemented by college level courses in accounting or business management; and, some experience working in utility billing or accounts receivable/payable including experience involving public contact and customer service.
Must possess reliable transportation to work site(s).

(Utility Account Representative III) Determines eligibility of delinquent accounts for Commonwealth’s Debt Set Off Program and processes eligible accounts using online Virginia Department of Taxation system; places and releases property liens for eligible delinquent accounts; processes delinquent accounts through bankruptcy procedures in accordance with applicable laws.

Requirements:
Any combination of education and experience equivalent to a high school diploma, preferably supplemented by college level courses in accounting or business management; and, some experience working in utility billing or accounts receivable/payable including experience involving public contact and customer service.
Must possess reliable transportation to work site(s).

This includes chilled water systems, steam heated hot water, steam condensate piping, and self-contained refrigerant systems. Installs, operates, maintains and repairs residential heating, ventilating and air conditioning units in smaller college buildings and dormitories, historical homes and office buildings. Minimum Requirements
A high school diploma and professional HVAC trade experience is required. Minimum Requirements
A high school diploma and professional HVAC trade experience is required. Must be experienced in the installation, maintenance, troubleshooting, and repair of HVAC equipment in residential, industrial and commercial applications. A valid SC driver’s license, or the ability to obtain one within 30 days of employment, as the employee will be required to drive state vehicles to transport equipment and/or personnel. Completes assigned work orders and notifies supervisor of any equipment failures, deficiencies or reasons why any scheduled PMs cannot be completed. Uses work order management system to document notes, time and materials for each work order. Assists with maintaining a current list of building equipment, determines frequency of service schedules, determines needed resources such as tools, materials and labor, and monitors the program’s effectiveness. Reviews manufacturer’s operation manuals and other related resources to determine optimum frequency of preventive maintenance schedules and makes recommendations to PM frequencies based on equipment age, use and environment. Assist with coordinating all PM schedules with the integrated work management system ( IWMS ). What makes this role unique?
As the sole technician of the Ecology headquarters building, you play a crucial role as the first point of contact for tenants seeking assistance with building issues. Multiple government agencies have office space in this building, each with their own identity, mission, and corresponding needs and processes, offering this position a unique blend of challenges and variety. Much like other office spaces, the building is transitioning from traditional in-office work to a hybrid format. You will play a key role in facilitating that change as smoothly as possible.
What you will do:
Conduct daily in-person inspection and assessments of the building and grounds.
Coordinate with vendors and tenants to facilitate repairs.
Perform general repairs and maintenance of building hardware and fixtures.
Respond to customer inquiries or concerns in a timely manner.
Perform Planned Preventative Maintenance service to assigned building equipment.
Maintain an orderly tool shop and workspace.

Qualifications
Required Qualifications:
Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:

Practical Exam (Pass/Fail) - This recruitment may require a practical exam which will be job related and may include, but not limited to, the qualifications outlined in the job announcement. Candidates deemed most qualified will be invited to participate in the remainder of the selection process.

Employment references will be conducted for the final candidates and may include verification of education.
It is general policy of the County that new employees should be hired at the lower steps of the applicable range and advance through the range at the normal progression.

Examples of Duties
Duties may include but are not limited to the following:
Operate a variety of tools, circuit testing and motor vehicle equipment including a ladder truck to install, maintain and repair traffic signal, railroad crossing, and flashing school sign systems, set wood poles and guy anchors, install guy and span wire cables.
Maintain an inventory of parts and supplies in support of street and railroad traffic signal maintenance and emergency repair, recommends adequate inventory levels and orders supplies as necessary.
Locate street light and railroad traffic signal wiring for contractors and utility companies.
Prepare written reports and maintain logs and records on a variety of traffic safety and statistical data in support of established monitoring programs and projects.
Provide routine traffic data and information to internal and external personnel concerning street and railroad traffic signal and flashing school speed limit sign maintenance and operational activities.
Operates a variety of equipment (man-lifts, trucks, tools, etc.) to perform installation, maintenance and repair of traffic signal systems, makes approved splices, pulls cable, solders, hangs and terminates cables.
Assists in the design and construction of specialized traffic signal devices and systems to meet traffic control and safety concerns presented by County roadways either in existence, being constructed, or proposed in land development, annexation, and related applications.
Performs other related duties as assigned.
