This position is a key ally for the leadership of the Energy Office and the teams working across the office on innovative programs to reduce emissions and serve the people of Colorado. The Operations team is a crucial resource for the program teams as they apply for, administer, and report on both federal and state funding and grants. The Operations team is seeking a detail-oriented team player who can support program managers and Directors throughout the Energy Office in their work, particularly with new federal grants from the IRA and IIJA.
The ideal candidate will enjoy spending time in a big spreadsheet, like budgets to reconcile down to the last penny, and look forward to being the trusted budget advisor for the talented and passionate team at the Energy Office. This role will work daily with staff running programs ranging from transportation electrification, to weatherization for low income Coloradans to carbon management and geothermal. The Operations team is seeking a detail-oriented team player who can support program managers and Directors throughout the Energy Office in their work, particularly with new federal grants from the IRA and IIJA.
The ideal candidate will enjoy spending time in a big spreadsheet, like budgets to reconcile down to the last penny, and look forward to being the trusted budget advisor for the talented and passionate team at the Energy Office. This role will work daily with staff running programs ranging from transportation electrification, to weatherization for low income Coloradans to carbon management and geothermal. Our office is in downtown Denver, but we offer a flexible workplace with work from home/work from office options, and the possibility of a permanently remote position anywhere in Colorado.
Support CEO’s program teams in managing Federal grants- Review all federal grant opportunities, provide analysis and recommendations
Coordinate and submit federal budgets & budget modifications for federal grants
Work with Sr Budget Analyst to ensure federal budget or budget modifications coordinates with the officewide budget
Use PAGE federal grant reporting system to help project teams administer federal grants-
Prepare and submit annual budgets, budget changes & updates
Quarterly financial and performance reports
Annual & semi annual Davis Bacon Act and other reports as needed
Reconcile grant expenditures, revenue, and receivable each month
Work with Accounting to correct general ledger coding
Calculate and reconcile monthly federal grant cash draws
Collaborate with project staff across the Energy office to prioritize and manage competitive grant applications
Identify grant opportunities that may be relevant to CEO
Track and alert program staff when a competitive grant is due
Manage CEO Indirect federal grants budget and payments to Gov Office
Assist Gov Office in calculating Indirect cost for the Long Bill
Assist Gov Office to negotiate the Indirect Cost Rate with federal cognizant agency
Manage the budgets for all federal grants
Work with Program staff and Directors to develop and balance grant budgets
Ensure budget meets grant requirements (ie admin, payroll, etc)
Monitor and communicate grant expenditure progress
Calculate and book carryforward spending authority
Manage allowability of grant expenditures (grant requirements)
Manage certified payrolls
Maintain CEO Payroll Distribution forecast
Ensure payroll documents are updated
Prepare and submit annual, new hire, separation
Input grant documents into the state accounting system
Act as Energy Office representative to Statewide Grant Manager’s Group at the Office of the State Controller (OSC)
Work closely with OSC for reporting on grant and stimulus progress

At least one year experience working with federal grants.
Experience should be related to grant budget, applications, grant accounting , audit & monitoring.
A bachelor’s degree in a related field (business administration, public administration, public policy, accounting, or a related field),
or 1-2 years of related work experience in policy, budgeting, or data management and analysis.
Candidates must have demonstrated experience successfully completing quantitative and qualitative analysis projects, including synthesizing complex data and information from a wide variety of sources into easy-to-navigate datasets
Candidates must have strong written and oral communication skills, especially with an ability to express complex ideas clearly and concisely
Candidates must have excellent time management skills and ability to balance competing deadlines and priorities for both independent and team-based projects

What you will do!
The purpose of this position is to provide development, implementation, and accountability of the implementation of the 988 and the behavioral health crisis service system in Oregon as directed to OHA under HB 2417. The employee focuses specifically on supporting the implementation planning by identifying key partners, design the scope of work as outlined, develop associated policy and program materials, facilitate weekly/monthly program site meetings, as well as monitoring system performance and outcomes of the project.
Associated work includes acting as a subject matter expert to support the 988 & Behavioral Health Crisis System Manager in preparing recommendation for Legislative Session work, Government Relations, OHA leadership and community partners, such as Child Welfare, community criminal legal system, Local Alcohol and Drug Policy committees and behavioral health providers. This position must understand the intent, planning and priorities of the 988 crisis line and all components to be implemented under HB 2417 (2021) and the Crisis Now model. Projects assigned to this position are sometimes pilots and require strategic thinking and planning to develop a template for statewide expansion.
The person in this position will manage large and complex contracts that blend multiple funding streams, including federal funding that has separate contracting and reporting requirements. The person in this position is responsible for contract accountability and success. Such work may include corrective action planning or repayment planning with providers.
Externally, this positions provides technical assistance to local government and community providers so they may expand existing services and develop infrastructure for services serving rural and frontier communities, as well as communities most harmed by historical and contemporary inequities and social injustices.

What you will do!
The purpose of this position is to provide development, implementation, and accountability of the implementation of the 988 and the behavioral health crisis service system in Oregon as directed to OHA under HB 2417. The employee focuses specifically on supporting the implementation planning by identifying key partners, design the scope of work as outlined, develop associated policy and program materials, facilitate weekly/monthly program site meetings, as well as monitoring system performance and outcomes of the project.
Associated work includes acting as a subject matter expert to support the 988 & Behavioral Health Crisis System Manager in preparing recommendation for Legislative Session work, Government Relations, OHA leadership and community partners, such as Child Welfare, community criminal legal system, Local Alcohol and Drug Policy committees and behavioral health providers. This position must understand the intent, planning and priorities of the 988 crisis line and all components to be implemented under HB 2417 (2021) and the Crisis Now model. Projects assigned to this position are sometimes pilots and require strategic thinking and planning to develop a template for statewide expansion.
The person in this position will manage large and complex contracts that blend multiple funding streams, including federal funding that has separate contracting and reporting requirements. The person in this position is responsible for contract accountability and success. Such work may include corrective action planning or repayment planning with providers.
Externally, this positions provides technical assistance to local government and community providers so they may expand existing services and develop infrastructure for services serving rural and frontier communities, as well as communities most harmed by historical and contemporary inequities and social injustices.

Position Overview

Position Description
America Votes is seeking a well-organized self-starter for a full-time position as the Arizona Program Manager. The Arizona Program Manager plays a key role in the advancement of the progressive movement and winning elections in the state. This person will support the America Votes team in Arizona with information gathering and partner coordination on some of the most exciting progressive electoral and issue work taking place in the state. The position works directly with the America Votes team, as well as dozens of progressive partners across the state, in the planning and execution of electoral and advocacy campaigns, the coordination of field programs, and the utilization of best practices to ensure quality plans and maximize our collective efforts. This position is ideal for someone who has some work experience in direct voter contact, is eager to learn, and has a passion for helping others do their best work, loves canvass programs, and is excited about the details and tools that power direct voter contact programs.
Location
This position is based in Phoenix, Arizona and will require travel around the state.
Responsibilities
Project Management: Support the state team in implementing America Votes' organizational goals, including REI goals. Participate in team creation of work plans and team benchmarks for success. Support special projects to deliver on team goals.
Partner Support : Support coalition partners through the development of campaign plans (electoral, voting rights and issue campaigns). This may include providing technical and organizing assistance for individual partner organizations or groups of partners , responding to programmatic requests, and supporting the implementation of winning strategies. Work with the state data director to support data needs of partner programs. Portfolio may include some tools support including VAN and some grant management.
Support Coalition Management : Work with the state team by tracking electoral and advocacy programs aligned with the coalition plan, providing technical assistance including scaling up tactics and basic use of tools like VAN, and supporting best practices in our collective strategy. This work may include providing logistical support to coalition meetings, supporting core areas of the coalition coordination, supporting strategic conversations around winning strategies, and/or supporting work groups. Maintaining external communications with partners (i.e. may include weekly emails) and workgroup listservs, meeting follow-up, regular phone calls, etc. Support and create content for reports and deliver presentations to diverse sets of stakeholders, sometimes on short timelines.
Direct Voter Contact Program Support : Support coalition campaign work on field tactics implementation (like canvassing), including supporting the integration of best practices and universe coverage. Facilitate creative solutions to challenges related to electoral and issue campaigns. Support electoral and advocacy program implementation across partner organizations including script development and program timing and support some partners in using VAN (Voter Activation Network). This work includes planning, implementation and post-program assessment and may include developing systems or updating existing systems to manage the information.
Program Implementation Management : Lead meetings of coalition partners, which may include work groups on election-related topics such as down ballot (legislative, school board, etc) races. Support events of America Votes partners and allies including coalition meetings and trainings. Support program implementation through the voter file and other tools including basic VAN administration and support in using direct voter contact tools.

Qualifications
Required
Ideal candidates will have at least 2 years of experience in progressive political campaigns, progressive non-profits or similar organizations (with a campaign focus), or similar transferable experience. Ideal candidates will have experience with direct voter contact and canvass operations.
Experience working with underrepresented and/or historically marginalized communities, particularly in electoral or political settings.
Strong sense of ownership and resilience with respect to planning ahead, finding alternative paths when needed, and moving forward after setbacks. Demonstrated a bility to move people to action and hold them accountable with and without formal authority.
At least one cycle (minimum of 12 months) of experience with campaign field operations including canvass operations and script writing. Familiarity with VAN (Voter Activation Network) or similar systems.
Demonstrated ability to build consensus, negotiate, and strategically disagree within a highly collaborative work environment; ability to be respected by progressive stakeholders, and to be able to practice confidentiality, discretion and legal compliance in the work.

Position Description
America Votes is seeking a well-organized self-starter for a full-time position as the Arizona Program Manager. The Arizona Program Manager plays a key role in the advancement of the progressive movement and winning elections in the state. This person will support the America Votes team in Arizona with information gathering and partner coordination on some of the most exciting progressive electoral and issue work taking place in the state. The position works directly with the America Votes team, as well as dozens of progressive partners across the state, in the planning and execution of electoral and advocacy campaigns, the coordination of field programs, and the utilization of best practices to ensure quality plans and maximize our collective efforts. This position is ideal for someone who has some work experience in direct voter contact, is eager to learn, and has a passion for helping others do their best work, loves canvass programs, and is excited about the details and tools that power direct voter contact programs.

Responsibilities
Project Management: Support the state team in implementing America Votes' organizational goals, including REI goals. Participate in team creation of work plans and team benchmarks for success. Support special projects to deliver on team goals.
Partner Support : Support coalition partners through the development of campaign plans (electoral, voting rights and issue campaigns). This may include providing technical and organizing assistance for individual partner organizations or groups of partners , responding to programmatic requests, and supporting the implementation of winning strategies. Work with the state data director to support data needs of partner programs. Portfolio may include some tools support including VAN and some grant management.
Support Coalition Management : Work with the state team by tracking electoral and advocacy programs aligned with the coalition plan, providing technical assistance including scaling up tactics and basic use of tools like VAN, and supporting best practices in our collective strategy. Provides oversight in the implementation of the full range of managerial and supervisory responsibilities including financial, property, internal management controls, procurement, safety and occupational health, and other authorities necessary for the administrative and fiscal management of the organization.
For key subordinate staff members, has responsibility of the review and approval of leave, setting performance standards and serving as rating official, and initiating personnel actions, as required. Recruits and retains personnel to ensure adequate capacity to fulfill the mission and provides guidance on work scheduling that drives the organization forward. Makes recommendations to leadership and provides final decisions on often controversial personnel and administrative issues that may arise from across organizational and programs.
