James City County Social Services seeks an individual to perform responsible work in determining eligibility and housing counseling for several federal, state and locally funded housing assistance programs, which may include but not limited to, the Section 8 Housing Choice Voucher Program, Virginia Homeless Solutions Grant, Housing Preservation, and the Affordable Housing Programs. There are three levels of Housing Specialist distinguished by the level of work performed and the qualification of the employee.
Housing Specialist I - $42,734 / hour or higher DOQ Housing Specialist II - $45,705 / year or higher DOQ

Responsibilities:
Provide housing information and technical assistance on available purchase and rental housing units; review contracts and leases and identify homebuyer and rental resources including home purchase and down payment assistance and assistance with locating deposit, rent and utility assistance.
Interview applicants and review detailed paperwork used to determine housing needs and eligibility for programs.
Act as a liaison between homebuyers, realtors, lenders, funding providers and housing counselors to assure timely location of suitable home purchase opportunities; act as a liaison between renters, landlords, property managers, and housing counselors to assure timely location of suitable rental opportunities.
Advocate strongly in the interest of buyers and renters including interacting with real estate professionals, landlords and property managers to identify affordable home purchase and rental housing opportunities, resources, and options.
Coordinate homebuyer education classes for homeownership applicants, VHDA homebuyers and other interested persons.
Provide home purchase counseling including credit, budgeting, and financial case management services to participants of assisted housing programs; maintain participant files and update entries; prepare reports on availability and use of housing resources.
Requirements
Any combination of education and experience equivalent to an Associate’s degree in housing counseling, urban development, or a related field; some experience in property management, home inspection or housing counseling preferred.
Must possess or obtain within 30 days of hire a valid Virginia driver’s license and have an acceptable driving record based on James City County’s criteria.
Completion of all training requirements for field of specialization as determined by department.

Job Summary
This position is responsible for performing duties which involve the purchasing of services, commodities, supplies and equipment for all departments of the County. Purchasing is accomplished through a broad range of buying activities involving routine, repetitive processes. Work is characterized by the use of limited independent judgment and discretion in surveying prices, researching products and services, and in formulating, completing or revising specifications. Purchases may include some specialty purchasing of non-routine or more complex items requiring close review by a professional or administrative superior. Duties of a higher classification may be assigned during peak workload periods or for purposes of training. This class is distinguished from the Buyer classification by the more limited application of knowledge and independent judgment to the work tasks and by the amount and level of exposure to the sealed bid process.
Qualifications:
Education and Experience:
Two (2) years experience in a purchasing function at a level equivalent to a journey clerical classification;
- AND -
One (1) year experience as a buyer in a purchasing department;
- OR -
On a month-for-month basis, post-secondary education or training in marketing, business or closely allied field may substitute for up to two years of required experience.
Knowledge of: storekeeping methods, practices and record keeping systems; inventory, storage, issuance and shipping procedures; contracts, contract terms and conditions, public law and procurement procedures.
Ability to: present an efficient and professional manner to vendors, agents, business associates and County user departments; understand and apply related laws, codes, regulations and concepts to the work assignment; communicate clearly, related laws, codes regulations and purchasing concepts to interested parties in a tactful and courteous manner; communicate effectively both orally and in writing; apply routing arithmetic functions to the work assignment; perform moderate and occasionally heavy lifting; work independently and to accomplish projects without continuous supervision; establish and maintain positive working relationships with staff, user departments and personal contacts within the business community.

Job Summary
This position is responsible for performing duties which involve the purchasing of services, commodities, supplies and equipment for all departments of the County. Purchasing is accomplished through a broad range of buying activities involving routine, repetitive processes. Work is characterized by the use of limited independent judgment and discretion in surveying prices, researching products and services, and in formulating, completing or revising specifications. Purchases may include some specialty purchasing of non-routine or more complex items requiring close review by a professional or administrative superior. Duties of a higher classification may be assigned during peak workload periods or for purposes of training. This class is distinguished from the Buyer classification by the more limited application of knowledge and independent judgment to the work tasks and by the amount and level of exposure to the sealed bid process.
Qualifications:
Education and Experience:
Two (2) years experience in a purchasing function at a level equivalent to a journey clerical classification;
- AND -
One (1) year experience as a buyer in a purchasing department;
- OR -
On a month-for-month basis, post-secondary education or training in marketing, business or closely allied field may substitute for up to two years of required experience.
Knowledge of: storekeeping methods, practices and record keeping systems; inventory, storage, issuance and shipping procedures; contracts, contract terms and conditions, public law and procurement procedures.
Ability to: present an efficient and professional manner to vendors, agents, business associates and County user departments; understand and apply related laws, codes, regulations and concepts to the work assignment; communicate clearly, related laws, codes regulations and purchasing concepts to interested parties in a tactful and courteous manner; communicate effectively both orally and in writing; apply routing arithmetic functions to the work assignment; perform moderate and occasionally heavy lifting; work independently and to accomplish projects without continuous supervision; establish and maintain positive working relationships with staff, user departments and personal contacts within the business community.

The Information Technology Services Office (ITSO) within the Department of Ecology is looking to fill an Information Technology Procurement Specialist (Procurement & Supply Specialist 3) position. Duties
What makes this role unique? In this role, you will use a blend of business analysis and technology-vendor management skills. You will influence program managers, budget managers, and customers to make data driven decisions to ensure technology purchases align with statewide technology standards and purchasing policies. You will develop and continuously improve processes to collect, analyze and evaluate IT equipment usage data and recommend procurement strategies that are economical and benefit the agency. Activities include developing specifications for large, complex or unusual procurements projects such as major relocation projects, computer systems, and communications systems. What you will do:
Independently perform market analysis on highly complex purchasing projects and take appropriate procurement methodology action to ensure project goals are met.
Collect, analyze and evaluate supply and equipment usage data, managing and controlling the IT inventory for all technology hardware coming into and leaving the agency.
Track existing inventory, warranty replacement schedules, and new equipment purchases
Ensure technology software licenses are in compliance with software licensing agreements.
Work in collaboration with the ITSO staff who manage software and licensing processes; to support license compliance and contract auditing type documentation.
Design, create and publish reports/charts on various metrics as directed by management.
Understand and ensure agency IT procurements are in alignment with current and future IT infrastructure requirements
Submit equipment orders for desktop hardware and peripherals.
Receive and inventory, desktop hardware and peripherals.
Maintain tracking system for IT technicians to configure and deploy IT hardware and peripherals
Develop and continuously improve processes that ensure technology software requests have been properly vetted and are approved for use within Ecology
Maintain and update approved agency computer and component list
Ensure proper approvals are obtained for purchases, when purchases do not follow traditional Purchase Tracking System routing.

Required Qualifications:

Five (5) years of experience in large scale procurement, stock control, receipt, storage and issue functions in either government or business.
Option 2:
An Associate of Arts degree in business administration, procurement, logistics or supply management or allied field; or one of the following professional certifications: Certified Professional Public Buyer (CPPB), Certified Public Purchasing Officer (CPPO), Certified Purchasing Manager (CPM), Certified Professional in Supply Management (CPSM) or other related certification.
AND
Three (3) years of full-time experience in large scale procurement, stock control, receipt, storage and issue functions in either government or business.

A Bachelor's degree or higher in business administration, procurement, logistics, supply management or allied field.
