Responsibilities:
Work with state and national staff to implement a network-wide multi-year vision and strategy for strengthening movement building efforts, with a focus on building reciprocal and authentic partnerships with organizations led by and working in low-wealth communities, communities of color, and other communities most impacted by climate change, environmental harm, and threats to democracy. Ensure resource sharing and capacity building are integrated into the strategy.
Support individual state affiliates to build new partnerships and expand whom they engage to strengthen the political power of the climate, conservation, and democracy movements; pass stronger policies that are relevant to, and improve the lives of people most impacted by climate change and threats to our democracy; and elevate and center the perspectives and influence of these communities.
Collaborate with LCV program leads to share funding, capacity building, and other resources with state partner organizations and coalitions.
Plan and implement training programs to build CVM skills in movement building, coalition building and developing partnerships, in coordination with LCV program leads and State Capacity Building staff, as needed.
Partner with state affiliates to embed shared racial and economic justice principles into their programs and help develop tools for learning and self-assessment.
Develop strategies and tactics with state affiliates to eliminate barriers caused by institutional racism in political and policy making structures, and work collaboratively to ensure full participation by communities of color, low-income communities, working families, and other impacted communities.
Support departmental program staff to advance a broad set of clean energy, environmental, and democracy policy goals that help to tackle systemic racial and economic inequities.
Work as a member of the State Capacity Building team to craft multi-year and annual plans for building the Conservation Voters Movement’s capacity on partnerships.
Travel up to 20% of the time for in-state visits with state affiliate staff, retreats, training, and conferences, as needed.

Work Experience:
Required – At least 5 years of experience working with racially and socioeconomically diverse coalitions and/or partners, including:

We have mobilized hundreds of thousands of people to translate those commitments into clean energy progress in 23 states—13 of which have enacted significant statewide clean energy priorities. These victories are creating upward pressure where we have a historic opportunity to shape a just and progressive economic recovery that aggressively tackles the climate crisis, creates good, family-sustaining union jobs, confronts the legacy of systemic racism and toxic pollution in frontline communities, and ensures that communities of color benefit from equitable, targeted, and community-driven investments in the transition to a clean energy economy.
We are looking for a State Equity Policy Director who will play a key role in developing and designing policy guidance for climate advocacy at the state and local level, grounded in social, racial and economic justice, work with CVM partners to implement those policies and identify and share lessons learned with policymakers. The State Equity Policy Director will also help facilitate LCV’s efforts to show federal policymakers that the groundwork for bold climate action centered around racial and economic justice has already begun in states and cities nationwide and ensure federal actions support further sub-federal policymaking. The ideal candidate will have experience working collaboratively with state and local-based coalitions and organizations, and in campaigns with broad, racially diverse coalitions that center equity within policy demands.
Responsibilities:
Integrate racial and economic justice principles into state, local and regional campaign design; partner with state affiliates, LCV’s Chispa and climate mobilization teams, and other departments to enhance policy expertise and partnership engagement.
Create a “policy lab” that will develop guidance, model policy language and talking points around strategies that facilitate strong, equitable implementation of state clean energy victories, federal economic recovery investments and state policymaking.
Share and distribute “policy lab” tools with our state affiliates, and use these learnings to inform executive and legislative climate advocacy at the local, state and federal levels.
Identify opportunities and develop policy guidance for CVM engagement around state and federal agency decision-making as well as state utility commissions. Support efforts to strengthen CVM engagement in agency rulemaking procedures to advance equitable policy objectives.
Work with partners and allies in the Labor movement to ensure that state and local policies advance the goal of expanding family-supporting union jobs in the clean energy sector.
Support research around CEFA policy goals; research, track and analyze state climate, fossil fuel infrastructure and transit equity policies; manage policy consultants; help design and lead CEFA convenings.
Work with the Senior Director of State Policy and Advocacy, State Policy and Advocacy Manager, state affiliates and and key staff in other departments focused on LCV’s climate strategy to develop cross-departmental strategic plans related to advancing racially just and equitable clean energy policies across the Conservation Voter Movement.
Perform other duties as assigned.
Qualifications :
Work Experience : Required - 5-7 years of experience in policy research and development with direct experience translating policy research into state and local issue advocacy campaigns and with policy that centers racial equity and economic justice. Preferred - Familiarity with state agency and rule-making processes. Familiarity with clean energy policies.
Skills : Ability to analyze policy research and synthesize policy goals into campaign goals for local advocates. Excellent writing skills, including ability to translate legislative language and policy research into accessible public materials. Ability to independently lead policy and research projects and manage systems for internal review. Ability to consistently integrate a deep understanding of key racial justice and equity concepts into projects and interactions by addressing structural implications and disproportionate impacts of policies, activities, and decisions on race, class and other marginalized group identities. Responsibilities:
Integrate racial and economic justice principles into state, local and regional campaign design; partner with state affiliates, LCV’s Chispa and climate mobilization teams, and other departments to enhance policy expertise and partnership engagement.
Create a “policy lab” that will develop guidance, model policy language and talking points around strategies that facilitate strong, equitable implementation of state clean energy victories, federal economic recovery investments and state policymaking.
Share and distribute “policy lab” tools with our state affiliates, and use these learnings to inform executive and legislative climate advocacy at the local, state and federal levels.
Identify opportunities and develop policy guidance for CVM engagement around state and federal agency decision-making as well as state utility commissions. Support efforts to strengthen CVM engagement in agency rulemaking procedures to advance equitable policy objectives.
Work with partners and allies in the Labor movement to ensure that state and local policies advance the goal of expanding family-supporting union jobs in the clean energy sector.
Support research around CEFA policy goals; research, track and analyze state climate, fossil fuel infrastructure and transit equity policies; manage policy consultants; help design and lead CEFA convenings.
Work with the Senior Director of State Policy and Advocacy, State Policy and Advocacy Manager, state affiliates and and key staff in other departments focused on LCV’s climate strategy to develop cross-departmental strategic plans related to advancing racially just and equitable clean energy policies across the Conservation Voter Movement.

Qualifications :
Work Experience : Required - 5-7 years of experience in policy research and development with direct experience translating policy research into state and local issue advocacy campaigns and with policy that centers racial equity and economic justice. Preferred - Familiarity with state agency and rule-making processes. Familiarity with clean energy policies.
Skills : Ability to analyze policy research and synthesize policy goals into campaign goals for local advocates. Excellent writing skills, including ability to translate legislative language and policy research into accessible public materials. Ability to independently lead policy and research projects and manage systems for internal review. Ability to consistently integrate a deep understanding of key racial justice and equity concepts into projects and interactions by addressing structural implications and disproportionate impacts of policies, activities, and decisions on race, class and other marginalized group identities. Participate in strategic coalitions that support our movement and increase our visibility; establish working relationships with key decision-makers, funders, media and other stakeholders in your state to move the campaign work forward.
Coordinate communications resources to ensure that Mothers Out Front is visible across the state, that members are informed of our collective work and that the campaigns at the local and state level have effective communications plans and support.
Support community and senior organizers with organizing and campaign work to ensure local impact.
Administrative Duties
Draft monthly and annual reports.
Oversight of staff paid time off, expenses, lobbying reporting, etc.
Respond promptly to emails, phone calls and Slack messages.
Submit credit card receipts and reimbursements in a timely manner.
Create and manage state budget in partnership with the state leadership team, organizing staff and national leadership.
Education and Experience
At least 2 years of experience organizing in low-income and communities of color, and managing staff of color.
At least 5 years experience in grassroots organizing or campaign settings, including a background in staff management or demonstrated readiness to manage.
Experience in grassroots organizing or movement building with an emphasis on leadership development.
An understanding of campaign development, ideally including experience developing campaigns at the statewide and/or municipal level.
Demonstrated ability and commitment to working with people from a variety of backgrounds, especially ethnic, racial, and socioeconomic backgrounds. It’s also helpful if you have experience working with people from different religious, education, generational and gender identity backgrounds as well as those with physical disabilities and of the LGBTQ community.
Experience and comfort with fundraising preferred.
Knowledge, Skills and Abilities
High creativity and strategic action. An ability to thrive in a dynamic, goal-oriented, fast-paced, campaign-oriented environment. Ability to work remotely and be productively self-directed and personally organized.

The ability to work evenings and weekends as needed, and to travel across the state regularly and to national staff and manager retreats.
Location: Mothers Out Front is a virtual organization. You can be based anywhere in NY with access to Albany and NYC, and will work from a home office. This full-time position reports to our Deputy Director of Organizing.
Salary and benefits: The salary range is $66,950 to $80,340, depending on experience. We are looking for a State Policy and Advocacy Manager who will play a key role strengthening collaboration across the Conservation Voter Movement, identifying and broadly sharing lessons learned and helping develop, implement and design advocacy campaigns that result in local policy victories. The ideal candidate will have experience working collaboratively with state-based coalitions and organizations, know what it takes to translate policy details into compelling issue campaign demands and have familiarity with digital and communications tools to amplify our collective impact.
Responsibilities :
Lead LCV’s Clean Energy for All cohort of 30 state policy campaign managers, working collaboratively with state LCV partners to identify campaign priorities and share lessons across LCV’s network.
Facilitate regional collaboration among state LCVs around policy campaigns; help design and lead CEFA convenings.
Amplify state and local campaign progress, working closely with the LCV digital team to develop online campaigns and tools that increase online engagement around state and local clean energy campaigns, and the LCV Communications team to develop and implement communications plans that tell the stories of everyday people and local political champions.
Lead CEFA storytelling work to use tools to highlight local clean energy leaders from communities of color and those impacted by fossil fuel transition.
Lead production of internal and external CEFA content including reports, videos, website content, etc.
Identify and collaboratively develop and distribute tools to use across state campaigns including campaign tools, communication and messaging materials and model legislation or policies.
Work with the Senior Director, State Policy and Advocacy, key staff in other departments and state affiliates to develop cross-departmental strategic plans related to advancing racially just and equitable clean energy policies across the Conservation Voter Movement.
Analyze and prepare reports on campaign and program progress for state affiliates and LCV leadership.
