Position Summary
First 5 Contra Costa Program Officer positions have oversight of one or more program areas in early childhood as defined in the Commission adopted Strategic Plan; and require relevant subject matter expertise in those areas. The Program Officer position has managerial responsibilities, including acquiring and allocating resources, budget development and monitoring, defining program area objectives and developing work and project plans, monitoring contractors, and supervising staff, managing partnerships and coalitions, and evaluating the program's results. The Program Officer will work closely with the entire First 5 Contra Costa team to understand the network of partners and services supporting Contra Costa County families with young children. Early Childhood Program Officer
This position will lead the early intervention focus area and work collaboratively with the program team to plan, monitor and/or coordinate services and resources that support families with young children. Under the direction of the Deputy Director and in collaboration with other Program Officers and staff, the Early Childhood Program Officer will lead the planning and implementation of early childhood projects and initiatives related to Early Intervention and Strengthening Families . First 5 Contra Costa’s current efforts in early intervention systems is focused on building the capacity of professionals and the systems they work within to adopt proven prevention and early intervention approaches, such as evidence-based developmental screenings, connections to resources, early childhood mental health, and trauma-informed practices. First 5 advocates for increased investments and strengthening systems to utilize early preventive approaches. Also critical to First 5 Contra Costa’s current efforts, is its focus on increasing parents/families’ protective factors and resiliency and enhancing families’ access to early childhood services and resources. This work includes planning and coordinating capacity building and technical assistance for home visiting programs and working collaboratively with the contractors operating our First 5 family resource centers to ensure high quality service delivery. This position will have a prominent leadership role in Contra Costa County’s early childhood landscape by leading, influencing, and contributing to the design, planning and implementation of programs, policies, and approaches.
The Early Childhood Program Officer will have strong knowledge of major public programs, funding streams, policy trends, research, and best practices in child development, and early intervention and prevention. The Early Childhood Program Officer will possess expertise in program design and monitoring, budget development and management, project management, supervision, advocacy, and systems change, research, and local, state, and federal policy related to early childhood. They must demonstrate the ability to effectively manage and supervise teams, establish collaborative relationships, communicate professionally, develop community and systems partnerships, build consensus, and facilitate collective problem solving, and understand the unique responsibilities and accountabilities of representing a public agency. The Early Childhood Program Officer holds a management and leadership role and requires a person who works with flexibility, efficiency, and diplomacy both individually and as part of a complex team effort. Essential Duties and Responsibilities
· Lead strategic thinking and coordination of First 5 investments that improve the effectiveness of programs for children at risk of poor social and emotional development in the first five years.
· Plan and initiate projects and systems change efforts to achieve the goals of the Early Intervention and Strengthening Families focus areas in First 5’s Strategic Plan, including coordinating countywide efforts and advocating for improvements in services such as consultation, home visiting, positive parenting, developmental screening, care coordination, family resource centers, early childhood mental health, and other relevant evidence-based practices and services.
· Plans, leads, and manages relevant and responsive projects that increase cross-sector collaboration within the Contra Costa County early intervention systems, family strengthening systems, and other systems that impact families with young children.
· Develops and maintains partnerships and collaborations with individuals and organizations to enhance success and leverages existing First 5 investments.
· Monitors, evaluates, and analyzes trends, local/state/federal policy, research, and initiatives relevant to early childhood education to determine impacts locally and possible opportunities to enhance/expand First 5 Contra Costa’s efforts.
· Participates in local cross sector community and systems collaboratives focusing on the early intervention and prevention and strengthening families’ sectors or where there are opportunities to add early childhood issues to a broader collaborative.
· Leads and manages a variety of professional development and capacity building activities for healthcare, social service, and other related providers to prevent, screen, treat, and heal childhood adversity and toxic stress, and other related early intervention approaches and topics including developmental screening, early childhood mental health, and inclusion frameworks for children with disabilities.
· Contribute to strategic development of early intervention partnerships and care coordination amongst public, private, and community-based organizations providing services and resources for families with children prenatal to age 5.

Job Description: The Pennsylvania Agriculture Projects Associate is a fast-paced full-time position working under supervision of the Agriculture Projects Manager. The successful candidate will work directly with farmers and a diverse set of project partners on water quality improvement and climate change mitigation practices, community engagement, riparian and upland reforestation efforts, and more. The Associate will also provide strategic support for the Alliance’s broader Agriculture Program efforts. Substantial outreach to farmers and fieldwork (approximately 30%) is necessary, and, thus, field-savviness is integral to this position.
Specific Duties of the Position:
Support the planning and implementation of agriculture best management practices, primarily focused in south central, south east Pennsylvania
Conduct farmer outreach within current Alliance-corporate partnership frameworks.
Provide direct on-site farm support as needed, approximately 30% of the work week.
Build and maintain relationships with farmers, partner organizations, technical service providers, contractors, and federal and state agencies. Facilitate meetings as appropriate.
Manage communications between various parties involved in project execution.
Assist in contracting development with different providers as delegated, ensure that timely payments, invoices, reimbursements, reporting on associated projects is maintained.
Support the Alliance’s overall Agriculture Program strategic efforts
Assist on grant applications to secure funding that enable the Alliance to meet its Strategic Goals through the Agriculture Program. Includes collaborating on multiple, varied, successful grant proposals.
Participate in Alliance strategic planning efforts, internal committee, and problem-solving oriented teams as assigned.
Contribute to the Alliance’s various Agriculture Program team efforts.
Support external facing communications efforts to engage the Alliance’s diverse audiences.
Provide event support, meeting coordination, and other administrative assistance as appropriate.
Provide assistance in office/facilities management, as needed.
Minimum Qualifications & Experience:
Bachelor’s degree in agricultural science, natural resources management, biology, environmental science, or other relevant field. Candidates with alternative education, but with extensive relevant professional experience, will also be considered.
1+ years relevant professional experience (which may include internships) related to the tasks of this position.
Experience engaging with farmers.
Basic understanding of agricultural best management practices.
Strong communications skills, internally as part of a team and also with external audiences.
Great time management skills, including the ability to effectively prioritize tasks.

POSITION SUMMARY: Under the supervision of the Director of Adolescent Services, the Bilingual Mental Health Therapist is responsible for providing mental health services to young people at YouthCare in the ORR (Office of Refugee Resettlement) funded programs. Duties include initial mental health and risk assessments, one-on-one counseling sessions, facilitation, and planning of psychoeducational groups for young people, collaboration with case planning and completion of on-going assessment paperwork. This position requires a high degree of flexibility in responding to emergent needs of young people in crisis and good organizational and documentation skills.
ESSENTIAL RESPONSIBILITIES:
Provide a 20 - 40 hours weekly of direct client contact, including face-to-face counseling, and appropriate outside functions, such as escorting to appointments.
Carry a caseload of up to 10-20 active clients.
Assess each client’s goals, safety, and need for level of services. Screen all clients for human trafficking.
Provide each young person in care with weekly one-on-one sessions. Create and implement group curricula; facilitate groups on at least a weekly basis.
Partner with program leadership to create learning opportunities for Youth Counselors to learn about the mental health of clients, trauma-informed care, attachment theory, and other relevant topics for success in the program.
Provide referrals and case summaries to psychiatric providers in the event that it is necessary for young people to access a higher level of service.
Develop safety and behavioral contracts, as well as post-care resource lists that focus on mental health resources and coping skills following reunification. Communicate safety considerations to the team in a timely manner.

ABOUT CASA DE LOS AMIGOS: This program has 2 locations and 20 beds, serving clients ages 12-17, who have been placed in the program by the Office of Refugee Resettlement Department of Unaccompanied Children's Services (ORR / DUCS). The clients are unaccompanied minors, primarily from Central America, and the program’s goal is safe and timely reunification with family in the United States.
POSITION SUMMARY: Under the supervision of the Director of Adolescent Services, the Bilingual Mental Health Therapist is responsible for providing mental health services to young people at YouthCare in the ORR (Office of Refugee Resettlement) funded programs. Duties include initial mental health and risk assessments, one-on-one counseling sessions, facilitation, and planning of psychoeducational groups for young people, collaboration with case planning and completion of on-going assessment paperwork. This position requires a high degree of flexibility in responding to emergent needs of young people in crisis and good organizational and documentation skills.
ESSENTIAL RESPONSIBILITIES:
Provide a 20 - 40 hours weekly of direct client contact, including face-to-face counseling, and appropriate outside functions, such as escorting to appointments.
Carry a caseload of up to 10-20 active clients.
Assess each client’s goals, safety, and need for level of services. Screen all clients for human trafficking.
Provide each young person in care with weekly one-on-one sessions. Create and implement group curricula; facilitate groups on at least a weekly basis.
Partner with program leadership to create learning opportunities for Youth Counselors to learn about the mental health of clients, trauma-informed care, attachment theory, and other relevant topics for success in the program.
Provide referrals and case summaries to psychiatric providers in the event that it is necessary for young people to access a higher level of service.
Develop safety and behavioral contracts, as well as post-care resource lists that focus on mental health resources and coping skills following reunification. Communicate safety considerations to the team in a timely manner.
Conduct family sessions, provide psycho-education to sponsors, and conduct sponsor assessments (as needed) to ensure the safety of the family and home for the client’s reunification.
Complete and submit all documentation in a timely manner, including client intake and exit paperwork; assessment and service plans; child trafficking referrals, and significant incident reports.
Complete 30-day safety and wellness calls following a client’s discharge.
Review caseload weekly with Assistant Director, Case Managers, and 3rd party GDIT. Attend Quarterly Stakeholders’ Meetings.
Participate in file audits of all ORR young people in care quarterly to ensure proper documentation is being completed.

Support services include on site crisis intervention, case management and advocacy-based counseling, legal advocacy, information and referral, and long-term stabilization services.
The Program Director is responsible for overseeing operations of all services, including supervision of the 24 - hour staff team and development and oversight of the program budget. The Program Director is also part of the on-call team evenings and weekends two weeks per month and provides back up support to supervisory on-call staff as needed. On-call coverage includes determining program staffing levels, providing staff supervision, and responding to emergency personnel including law enforcement, emergency medical providers and the fire department during client and building emergencies.

Support departmental Action Teams, and set up structures and systems for responding to and implementing Action Team recommendations.
Encourage staff participation in Anti-Racism Initiative committees and events.
Enhance personal skill development as well as guiding managers and supervisors in their own skill development.
Physical Demands/Working Conditions: This position works in a crises shelter environment, performing general office duties. Employees spend 30% of the time on the computer, 40% of the time interacting with staff/clients (70% in the office) and 30 % of their time in the field. Work outside the office is attending meetings/driving to meetings at Solid Ground program sites and with partners and external stakeholders. Position requires the employee to lift/carry up to 20 pounds rarely, 5-10 pounds occasionally and push/pull 10 pounds seldom, 1-5 pounds frequently. The position has the ability to sit/stand as needed.
Hours & Compensation: This is a full-time position, paying $83,907 per year plus benefits.
