Job Description
The Oregon Health Authority has a fantastic opportunity for an experienced Systems Analyst with strong skills in C#.NET development to join an excellent team, develop top-notch applications and work to advance their IT operations.
This position falls under the Classification Senior Systems Analyst 7.
WHAT YOU WILL DO!
As a Senior Systems Analyst, you will provide operations and maintenance support for custom built and purchased software programs that automate the business of the Oregon Health Authority and the Department of Human Services.
In this position, you will be part of a team that supports mostly applications that serve administrative support functions for all areas of the agency.
WHAT WE ARE LOOKING FOR:
- (a) Six (6) years of information systems experience in Object-Oriented Development. OR (b) An Associate's degree in Computer Science, Information Technology, or a related field, OR completion of a two (2) year accredited vocational training program in information technology or a related field; AND Four (4) years of information systems experience in Object-Oriented Development. OR (c) A Bachelor's degree in Information Technology, Computer Science, or a related field; AND Two (2) years of information systems experience in Object-Oriented Development. OR (d) Master's degree or higher in Information Technology, Computer Science, or a related field.
- Experience with web-based and object-oriented development in C#.NET.
- Experience with structured application design, analysis modeling, programming, testing and implementation.
- Experience with SQL Server and/or other comparable relational databases.
- Knowledge of data analysis and data modeling.
- Demonstrated ability to provide analysis and documentation of business processes and requirements/user stories.
- Experience with Business Intelligence tools.
- Experience managing application development projects.
- Experience managing short-term and long-term system goals.
- Experience in promoting a culturally competent and diverse work environment.

What you will do:
As a Senior IT Project Manager, you will develop and manage the execution of comprehensive or high-risk project plans, budgets, schedules and controls from project initiation to project close-out.
This position offers you the opportunity to lead the decision-making process throughout the Oregon Health Authority and Department of Human Services for the detailed requirements, design, testing and start-up operations related to the development and implementation efforts of achieving the long term goals of the customer agency.

MINIMUM QUALIFICATIONS:
Seven years of professional project management experience that included leading and managing discrete projects from initiation and planning through closure and evaluation.
OR
An Oregon Project Management Associate Certification or Project Management Professional Certification awarded by the Project Management Institute AND six years professional project management experience that included leading and managing discrete projects from initiation and planning through to closure and evaluation.
A Bachelor's degree in Business Administration, Management, Public Administration or a closely related field may substitute for three years of the experience. An advanced degree may substitute for an additional year of experience.
REQUESTED SKILLS:
- Experience managing large complex multi-million dollar projects that involved implementing COTS, developing custom software solutions and/or organizational transformations.
- Ability to successfully apply project management knowledge in ambiguous and unique circumstances while managing a cross-functional team with internal matrix resources and external contractors.
- 5 or more years of Project Management experience in the last 7 years that included using project management best practices and standard methodologies such as PMI (PMBOK), PRINCE 2, etc.
- Proven success in navigating complex organizations with loosely defined structures and boundaries.
- Proven ability to recognize and anticipate emerging project risks and business priorities and to address those developments through risk mitigation, contingency plans and communication strategies.
- Management experience in risk mitigation and project stewardship.
- Experience in promoting a culturally competent and diverse work environment.
