The Oregon Health Authority has a fantastic opportunity for an experienced Infrastructure Engineer to join an excellent team, design top-notch solutions and work to advance their IT operations.
This position falls under the Classification Information Systems Specialist 8.
WHAT YOU WILL DO!
As an Enterprise Infrastructure Engineer, you will provide Network and Cloud Systems Administration and Engineering Support to entities within the Oregon Health Authority (OHA) and the Department of Human Services (DHS), community partners and customers. You will serve as a point of escalation for technical issues as part of the Infrastructure Operation team with Customer Services and Support.
In this role, you will provide creative problem-solving strategies and utilize effective problem analysis for resolution of issues of complex scope for customer assistance, technical contractors, management and systems operation staff. You will be responsible for designing, maintaining and supporting agency-wide systems. The systems will include Access Management (Microsoft MIM), Microsoft Active Directory, Microsoft Azure, Microsoft Cloud Services, Windows Server, Windows Clusters, Domain Controllers, DFS, file and print, monitoring tools, DNS, DHCP, IPAM and Windows Certificates.
Additionally, you will work with the State Data Center to support the overall design and maintenance of the Infrastructure Operations components for OHA/DHS.
WHAT WE ARE LOOKING FOR:
- (a) Seven (7) years of information systems experience in Infrastructure Engineering. OR(b) An Associate's degree or higher in Computer Science, Information Technology, or a related field, OR completion of a two (2) year accredited vocational training program in information technology or a related field; AND Five (5) years of information systems experience in Infrastructure Engineering. OR (c) A Bachelor's degree in Information Technology, Computer Science, or a related field; AND Three (3) years of information systems experience in Infrastructure Engineering. OR (d) A Master's degree in Information Technology, Computer Science, or a related field; AND One (1) year of information systems experience in Infrastructure Engineering. OR (e) A Doctor’s degree in Information Technology, Computer Science, or a related field.
- At least Three (3) years of experience designing, deploying and maintaining Cloud solutions across multiple public/government cloud offerings such as AWS, Google Cloud and/or Microsoft Azure/M365 Cloud Services.
- At least Five (5) years’ experience designing and implementing Azure Active Directory Services, Active Directory Infrastructure including LDAP, federation services (ADFS), Group Policies, certificate authority DNS, DHCP, VPA, Kerberos and/or Lightweight Directory Services.
- Experience with cloud security technologies including Azure Information Protection, Azure Security Center, and/or O365 Security.
- Experience with multi-tenants and Azure IaaS.
- Experience in the business use of enabling or integrating IAM technologies including Active Directory, Federated Services (ADFS), Single Sign-On and core infrastructure Identity Management products.
- Experience with AD forests, domains, trees and trusts.
- Experience developing modernization road maps for Service Management goals for evolution of all infrastructure related solutions from current state to future state, including new systems that streamline and help automate Service Management goals utilizing new technologies such as BOT and AI services.
- Knowledge of developing strategies around Identity Services security for application, web and mobile applications including mobile hardware, device registration, user provisioning, application access control and software technologies.
- Experience with configuration and implementation of Enterprise Identity Access Management Products.
- Demonstrated understanding of modern Identity and Access Management concepts and best practices.
- A solid understanding of granting permissions and changing access and rights within roles-based access.
- Working knowledge of Information Security concepts and practices,
- Proficiency in Service Request Management Systems.
- Knowledge of Service Management chat BOTS Architecture using AI Services to help develop strategies for AI Service Architecture.
- Expertise in Microsoft Service Design, engineering and implementation of 2008 R2 and above.
- Ability to plan and implement a highly available enterprise infrastructure solution.
- Ability to plan and implement a server virtualization and network infrastructure on-premises and in cloud.
- Expertise in scripting languages such as VBScript, Perl and/or PowerShell.
- Experience in the following:
- Connecting to a WAN
- Implementing network security
- Network types
- Network media
- Routing and switching
- TCP/IP and OSI models
- IP addressing
- WAN technologies
- Operating and configuring IOS devices
- Extending switched networks with VLANs
- Determining IP routes
- MPLS Networks

MINIMUM QUALIFICATIONS:
Seven years of professional project management experience that included leading and managing discrete projects from initiation and planning through closure and evaluation.
OR
An Oregon Project Management Associate Certification or Project Management Professional Certification awarded by the Project Management Institute AND six years professional project management experience that included leading and managing discrete projects from initiation and planning through to closure and evaluation.
A Bachelor's degree in Business Administration, Management, Public Administration or a closely related field may substitute for three years of the experience. An advanced degree may substitute for an additional year of experience.
REQUESTED SKILLS:
- Experience managing large complex multi-million dollar projects that involved implementing COTS, developing custom software solutions and/or organizational transformations.
- Ability to successfully apply project management knowledge in ambiguous and unique circumstances while managing a cross-functional team with internal matrix resources and external contractors.
- 5 or more years of Project Management experience in the last 7 years that included using project management best practices and standard methodologies such as PMI (PMBOK), PRINCE 2, etc.
- Proven success in navigating complex organizations with loosely defined structures and boundaries.
- Proven ability to recognize and anticipate emerging project risks and business priorities and to address those developments through risk mitigation, contingency plans and communication strategies.
- Management experience in risk mitigation and project stewardship.
- Experience in promoting a culturally competent and diverse work environment.
