These positions utilize Oregon Administrative Rules, member information and benefit package information to interpret applicable rules, regulation, decisions, policies and procedures to ensure that complete and accurate PA information has been received from the requestor and assisting the requester with compliance of program requirements. These positions also support Medicaid service providers by operating a provider hotline during normal business hours, and by managing a variety of tasks related to prior authorization and unit functions. These positions will also be responsible to work with policy teams to offer feedback toward process improvement and compliance with due process policies. In addition, these positions will work with the OHP Medical Leadership team for both complex clinical decisions and policy and process improvement strategies. We are hiring two positions to support review of Behavior Rehabilitation Services and two positions to support review of Personal Care Attendant Services.
Behavior Rehabilitation Services (2 positions). BRS is a program that utilizes a residential care or proctor care model to provide services to people who are multi-system involved. The service is intended to offer services with psychological emotional and behavioral conditions and disorders. This position is also responsible for supporting the Early and Periodic Screening, Diagnostic and Treatment (EPSDT) program by identifying and approving clinically necessary services for members younger than 21 years of age. In addition, this position will work with the OHP Medical Leadership team for both complex clinical decisions and policy and process improvement strategies. This position will ensure prior authorization criteria is met for BRS services and that services are approved in accordance with applicable BRS rules and state plan authority. This position may also assume supportive roles for the PRTF benefit program as needed.
Personal Care Attendant Services (2 positions). PCA services seek to support activities of daily living and instrumental activities of daily living for individuals diagnosed with chronic mental illness. PCA services are intended to improve or maintain an individual’s condition and mitigate further regression, minimizing the need of more acute services. PCA services need to be determined as medically necessary and medically appropriate to meet an individual’s personal care needs in their own or family home. This position is also responsible for supporting the in-home personal care program and agency with choice program. This position may also assume supportive roles to ensure prior authorization criteria is met for behavioral rehabilitation services (BRS) and psychiatric residential treatment services (PRTS) approved in accordance with applicable BRS rules, PRTS rules, and state plan authority.

Purpose: Each teacher is responsible for supporting a safe and reliable semester in terms of accommodation, activities, transportation, group stays, community service projects, and logistics. Teachers strive to fulfill the school mission through collaboration and effective communication. This position works closely with the members of the semester teacher team as well as the Head of School and Academic Dean (based in Home Office). The lead teacher, the Program Coordinator, is the field supervisor; all teachers are supervised by the Academic Dean and Head of School.
Essential Faculty Responsibilities
Fundamental Competencies:

Understand and adhere to TTS policies, practices, and procedures as outlined in the Faculty Handbook.
Manage risk and practice sound decision-making to promote the safety and well-being of each individual and therefore the entire group.
Live and work alongside an intimate cohort of students and faculty while practicing inclusivity, open-mindedness, and respect to build a supportive community.
Role model healthy and positive communication, self-care and habits.
Integrate and provide insight into cultural experiences to expand each student’s comprehension of the world.
Lead, seek, and support outdoor pursuits to challenge students to expand comfort zones and achieve new levels of self-confidence.

What makes this role unique?
As our first point of contact, you will manage the front lobby area and our main Ecology phone line, responding to general inquiries from the public in both English and Spanish, government agencies and staff, both in person and over the phone so you will need to be able to multi-task while maintaining a high level of professionalism. Qualifications
Required Qualifications: Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:
30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent

Qualifications
Required Qualifications: Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:
30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. As the third-party administrator of the Flexible Housing Pool, the Center for Housing and Health (CHH) is charged with maintaining a portfolio of quality, readily accessible housing for program participants. The Flexible Housing Pool is a multisector investment in housing that aims to expand the number of units available to people in Chicago and Cook County experiencing homelessness.
The Youth Program Manager will coordinate the Flexible Housing Pool for homeless youth, ages 18-24 who are frequent users of health services, homeless shelters and legal/justice systems. This position will serve as the Center’s liaison to sub-contracted youth partner agencies providing permanent supportive housing and intensive case management. This position will offer direction to intensive case managers and supervisors about the implementation of the project’s policies and procedures and will have shared responsibility for the overall quality of services provided. The position also will be responsible for monitoring the housing stability, income maintenance, and health outcomes of program participants. CHH is a supporting organization of the AIDS Foundation Chicago.
The salary range for this role is $50,000 to $53,000.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
Program Management & Operations
Collaborate and coordinate with other FHP Managers to ensure a smooth transition from outreach to housing placements for youths enrolled into the program
Assign newly enrolled youths to subcontracted partner agency case managers
Convene and facilitate bi-monthly Systems Integration Team (SIT) meetings where subcontracted partner case management agencies, Hospital Partners, and other integral agencies/organizations will communicate and work collaboratively in meeting tenants’ goals and desired housing and health outcomes
Review and make decisions on tenant move requests
Monitor partner agencies’ Client Assistance Funds utilization
Serve as primary point of contact to project partners to support tenant needs and troubleshoot challenges
Support the partner agencies to ensure youth participants are matched to appropriate housing and service options
Upon hire, onboard new partner agency staff regarding program overview and operations, and the Case Worthy client-level database
Ensure partner agency staff are trained on and deliver services from the program philosophies of Housing First, Harm Reduction; Client-Centered, and Trauma Informed Care
Coordinate and collaborate with the city of Chicago’s Service Coordination and Navigation (SCaN) violence prevention program to ensure coordinated services for FHP youths
Based on emerging tenant needs, research, identify, and introduce appropriate resources on behalf of and for the partner agencies case managers
Coordinate the integration of the Individualize Placement & Support (IPS) employment program, and other workforce development programs, into the FHP by facilitating referrals and monitoring program outcomes.
Implement and Oversee Program Enhancements
Stay abreast of best practices and trends from Chicago’s youth homelessness & housing system
Lead the implementation of the Youth Learning Collaborative (YLC) recommendations with support from the FHP Senior Youth Program Manager and FHP Director
Lead and/or coordinate recruitment, involvement, and development of FHP youths in the FHP Lived Experience Advisory Committee and/or agency Youth Action Boards
Develop partnerships and connections with community organizations to expand services for FHP youth, including but not limited to employment programming, behavioral health supports, legal services, parenting resources, childcare resources, etc.
Identify and implement appropriate assessment tools and programming for FHP youth heads-of-households with minor children
Support partner agencies to connect to affordable housing and alternative subsidy resources to assist youths with “moving on” or “graduate” from the program
Identify training needs for partner agencies related to youth-specific needs and develop an annual training plan
Onboard new partner agencies during the expansion of the youth program
Quality Assurance and Reporting
Ensure youth cohort outcomes (housing stability; increase income; improve health outcomes) are met
Provide guidance and direction to partner agency case managers and supervisors about the implementation of the Flexible Housing Pool policies and procedures; promote cohesion of services across the program and ensure compliance with program policies, procedures and requirements; including data entry standards
Collect, review and correct data to ensure accuracy for reports delivered to public and private funders
Support Senior Program Manager with collecting data needed for disbursement reports
Ensure timely data entry in the Homeless Management Information System (HMIS)
Create and disseminate weekly, monthly, quarterly, and/or ad hoc reports to the FHP Senior Manager, FHP Director, funders, and partner agencies
Conduct annual site visits with FHP youth partner agencies
Prepare for and participate in site visits from the city of Chicago’s Department of Family & Support Services
Support Senior Program Manager in communication with hospital and Managed Care Organization care coordinators about project progress and participant outcomes
Other

Minimum Qualifications
Bachelor’s Degree in Social Services or related field of study and 2 years’ experience or 5 years’ experience in Housing, Homelessness, Youth/Young Adult programming and/or Healthcare; or lived experience of homelessness.
OR
Master’s Degree Social Services, Healthcare, Public Health, Management and 2 years’ experience in Housing, Homelessness, Youth/Young Adult programming, and/or Healthcare; or lived experience of homelessness.
Preferred Qualifications
Master’s Degree in Social Services, Public Health, Psychology or related field
3 or more years’ experience in Housing, Homelessness, and/or Healthcare with a focus on Youth/Young Adults
3-5 Years’ Supervisory experience and/or Program Management experience

As the third-party administrator of the Flexible Housing Pool, the Center for Housing and Health (CHH) is charged with maintaining a portfolio of quality, readily accessible housing for program participants. The Flexible Housing Pool is a multisector investment in housing that aims to expand the number of units available to people in Chicago and Cook County experiencing homelessness.
The Youth Program Manager will coordinate the Flexible Housing Pool for homeless youth, ages 18-24 who are frequent users of health services, homeless shelters and legal/justice systems. This position will serve as the Center’s liaison to sub-contracted youth partner agencies providing permanent supportive housing and intensive case management. This position will offer direction to intensive case managers and supervisors about the implementation of the project’s policies and procedures and will have shared responsibility for the overall quality of services provided. The position also will be responsible for monitoring the housing stability, income maintenance, and health outcomes of program participants. CHH is a supporting organization of the AIDS Foundation Chicago.
The salary range for this role is $50,000 to $53,000.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
Program Management & Operations
Collaborate and coordinate with other FHP Managers to ensure a smooth transition from outreach to housing placements for youths enrolled into the program
Assign newly enrolled youths to subcontracted partner agency case managers
Convene and facilitate bi-monthly Systems Integration Team (SIT) meetings where subcontracted partner case management agencies, Hospital Partners, and other integral agencies/organizations will communicate and work collaboratively in meeting tenants’ goals and desired housing and health outcomes
Review and make decisions on tenant move requests
Monitor partner agencies’ Client Assistance Funds utilization
Serve as primary point of contact to project partners to support tenant needs and troubleshoot challenges
Support the partner agencies to ensure youth participants are matched to appropriate housing and service options
Upon hire, onboard new partner agency staff regarding program overview and operations, and the Case Worthy client-level database
Ensure partner agency staff are trained on and deliver services from the program philosophies of Housing First, Harm Reduction; Client-Centered, and Trauma Informed Care
Coordinate and collaborate with the city of Chicago’s Service Coordination and Navigation (SCaN) violence prevention program to ensure coordinated services for FHP youths
Based on emerging tenant needs, research, identify, and introduce appropriate resources on behalf of and for the partner agencies case managers
Coordinate the integration of the Individualize Placement & Support (IPS) employment program, and other workforce development programs, into the FHP by facilitating referrals and monitoring program outcomes.
Implement and Oversee Program Enhancements
Stay abreast of best practices and trends from Chicago’s youth homelessness & housing system
Lead the implementation of the Youth Learning Collaborative (YLC) recommendations with support from the FHP Senior Youth Program Manager and FHP Director
Lead and/or coordinate recruitment, involvement, and development of FHP youths in the FHP Lived Experience Advisory Committee and/or agency Youth Action Boards
Develop partnerships and connections with community organizations to expand services for FHP youth, including but not limited to employment programming, behavioral health supports, legal services, parenting resources, childcare resources, etc.
Identify and implement appropriate assessment tools and programming for FHP youth heads-of-households with minor children
Support partner agencies to connect to affordable housing and alternative subsidy resources to assist youths with “moving on” or “graduate” from the program
Identify training needs for partner agencies related to youth-specific needs and develop an annual training plan
Onboard new partner agencies during the expansion of the youth program
Quality Assurance and Reporting
Ensure youth cohort outcomes (housing stability; increase income; improve health outcomes) are met
Provide guidance and direction to partner agency case managers and supervisors about the implementation of the Flexible Housing Pool policies and procedures; promote cohesion of services across the program and ensure compliance with program policies, procedures and requirements; including data entry standards
Collect, review and correct data to ensure accuracy for reports delivered to public and private funders
Support Senior Program Manager with collecting data needed for disbursement reports
Ensure timely data entry in the Homeless Management Information System (HMIS)
Create and disseminate weekly, monthly, quarterly, and/or ad hoc reports to the FHP Senior Manager, FHP Director, funders, and partner agencies
Conduct annual site visits with FHP youth partner agencies
Prepare for and participate in site visits from the city of Chicago’s Department of Family & Support Services
Support Senior Program Manager in communication with hospital and Managed Care Organization care coordinators about project progress and participant outcomes

Attend required conference/s, trainings (i.e., HMIS, system wide trainings, etc) and webinars

Minimum Qualifications

Master’s Degree Social Services, Healthcare, Public Health, Management and 2 years’ experience in Housing, Homelessness, Youth/Young Adult programming, and/or Healthcare; or lived experience of homelessness.

This position is the agency expert and implementation lead on the community and Tribal engagement obligations in the state Environmental Justice law ( Chapter 70A.02 RCW ). You will be responsible for strengthening the agency’s Community Engagement Plan and Tribal Consultation Framework. This includes developing and delivering supportive education materials and working with colleagues across the agency to integrate these standards and practices into agency activities. While the scope of responsibility is challenging, you will work with and have the support of colleagues within the OEEJ and across Ecology who are committed to meaningful community engagement and Tribal consultation.

Lead cross-program implementation of the agency Community Engagement Plan and Tribal Consultation Framework.
Lead implementation of the community compensation law that allows the agency to provide stipends to members of the public who serve on agency advisory groups.
Advise agency programs, create educational resources, and support policy development related to meaningful community engagement, Tribal consultation, and community compensation.
Develop and maintain relationships with people and groups outside of the agency to build relationships and support collaboration around agency activities.
Facilitate a cross-program network of learning and support for agency community engagement professionals.
Contribute as an OEEJ collaborative team member, and support Office responsibilities including Environmental Justice analysis, Title VI compliance, and DEIR (Diversity Equity Inclusion and Respect) organizational change.

Required Qualifications:
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, educational and volunteer experience. A total of nine (9) years of experience and/or education as described below: Professional level experience: Nine (9) years of experience leading or coordinating projects or programs, conducting research, and/or analyzing policies or laws that focus on community engagement and communication, Tribal consultation, social justice, environmental justice, health equity or closely related field. The experience listed above must include experience in and commitment to the following:
Working with populations or communities who are historically marginalized, communities of color, immigrants, linguistically isolated, rural, low-income, Tribal, indigenous, or who have disabilities and access needs.
Integrating community voice, feedback, needs, and preferences into program plans, projects, and initiatives.
Understanding and upholding commitments to Tribal sovereignty, treaty right, government-to-government relationship, inherent rights of indigenous people, and since time immemorial tribal culture and history.
Planning environmental or health focused community engagement programs and projects including experience with assessment, planning, implementation, monitoring, and using lessons learned to evolve the program over time.

Who you are:
As the Open Wing Alliance (OWA) Grant Specialist, you will be responsible for overseeing the OWA grant and travel award programs. This position reports directly to the Head of OWA.
You will be the point of contact for all grant recipients within the Open Wing Alliance (OWA) for work on chicken welfare. Encouraging applications, sorting them, seeking relevant feedback on them and preparing them for review by the Grant Review Board. You will work closely with OWA regional coordinators in this role as well as with THL legal and finance team to ensure we are compliant and grantees have a smooth experience. At times you will represent the OWA grantee program internally and externally.

Developing a sustainable structure for the grant program from assessing applications to determining grantees and maintaining a clear system for reporting and assessing progress

Who you are:
As the Open Wing Alliance (OWA) Grant Specialist, you will be responsible for overseeing the OWA grant and travel award programs. This position reports directly to the Head of OWA.
You will be the point of contact for all grant recipients within the Open Wing Alliance (OWA) for work on chicken welfare. Encouraging applications, sorting them, seeking relevant feedback on them and preparing them for review by the Grant Review Board. You will work closely with OWA regional coordinators in this role as well as with THL legal and finance team to ensure we are compliant and grantees have a smooth experience. At times you will represent the OWA grantee program internally and externally.
Core Responsibilities:
Your responsibilities will include but are not limited to:
Developing a sustainable structure for the grant program from assessing applications to determining grantees and maintaining a clear system for reporting and assessing progress
Reviewing and adjusting OWA’s application forms and evaluation criteria for program grants and Travel Awards as needed
Building tailored questions for applicants that advance to the interview stage and conduct detailed interviews as needed
Serve as a member of the Grant Review Board and share grant recommendations with the Head of the OWA and the President of THL for approval
Review and maintain all relevant grant information and data within the grant management system and in accordance with THL’s data privacy policy
Develop clear templates and guidelines for grantee progress and financial reporting using the grant management system and grantee portal
Collaboration with General Counsel and Operations staff to ensure that administration of program grants and Travel Awards is completed in a legal, efficient, and timely manner
Collaboration with the legal department to tailor a written contract for each recipient of a program grant or Travel Award to ensure The Humane League is legally protected and that grantees are required to meet certain criteria
Maintain efficient systems to process and manage all payments (program grants, Travel Awards, THL international reimbursements)
Schedule and lead bi-annual video meetings with the recipients of program grants to develop clear goals and ensure accountability
Assist the development team in writing grant proposals based on OWA’s current needs
Liaison with OWA’s funders and supporters by providing updates on progress and our decision-making process
Develop an annual report on each grant recipient's progress, feedback, and overall success upon the termination of a grant period
Communicate all grant-related information to OWA member groups in a clear and timely manner
Promote an inclusive and welcoming program with clear and transparent guidelines, prioritizing equitable access to OWA’s financial resources
Maintain a positive, collaborative relationship with other farm animal welfare funders

Attend events and protests as required.
Participate in team meetings including note-taking and facilitation.

The Senior Associate Dean will, in collaboration with other key stakeholders, lead the architecture and implementation of a 21st-century cohesive, expansive, and supportive model of student success that integrates critical activities and services for both on campus and online degree programs. Serves to support the partnership and coordination of the offices responsible for student enrollment (Admissions and Financial Aid), academic and career development (Degree Programs), and wellness and personal growth (Student Affairs) from expressing initial interest in HGSE to graduation.
General Duties and Responsibilities School and University Engagement
As a senior leader at HGSE, collaborates and works closely with the Dean's Office, members of the faculty, students, and other University and HGSE administrative offices to build, foster, and coordinate a culture of success across offices and teams to ensure incoming and current student needs are met and that the student experience at HGSE is exceptional.
Serves on School and University-wide committees and works on special projects as needed.
Leadership of Degree Programs
Works closely with the Deans, Director for Master's Studies, Director for Doctoral Studies, and faculty across the school to further develop strategies and programs that position HGSE to attract and retain highly qualified students and maintain the school's place as a leader in the field of education.
As a key member of the senior leadership team, undertakes initiatives to fully integrate academic programs and student services to support student success and the school's mission.
Supports the degree program faculty leaders in the continued development and implementation of program requirements/curriculum.
Ensures the consistency of information, policies, process, and guidance across programs and supports.
Leadership of Student Supports and Services
With the Director of Student Affairs, Admissions, and Financial Aid, identifies and implements strategies that leverage synergies between admissions and financial aid.
Advances the creation and implementation of innovative and comprehensive programs and services to engage students in curricular and co-curricular learning experiences.
Supports students' personal, academic, and professional development, including by counseling and advising on complex student cases and problems.
Works to support the coordination between Student Affairs and Degree Programs to address individual student needs from both a wellness and academic standpoint.
Working with the Academic Dean and Degree Program Steering Committees, which are comprised of faculty members, establishes standards and policies for defining a student's curricular and co-curricular experience.
Provides high-level oversight of student progress reviews by supporting the Director for Master's Studies, Director for Doctoral Studies, and Assistant Directors for Programs.
Works closely with faculty who are responsible for running the various degree programs and developing student services, such as the Program and Concentration Co-Chairs.
Leadership of Team
Builds and retains a diverse team, providing exceptional leadership and effective supervision of the department.
Leads a team of senior-level direct reports in managing the academic and support services infrastructure to facilitate student academic and personal success.
Convenes monthly meetings with key stakeholders to identify, assess, and discuss potential progress issues or concerns.
Models inclusive leadership in team meetings, hiring actions, performance management, opportunities for growth, and mentorship.
Ensures that communication and information flow effectively and efficiently between departments in order to better serve HGSE students and faculty.
Serves as mentor to each direct report; coaching and stretching individuals and teams to take their experiences, planning and work to the next level.
Steps in and provides direct support as needed.
Student Policy and Curriculum
Working with the Academic Dean, develops and implements academic and community policies, in close collaboration with degree program faculty directors and co-chairs and the student support offices (e.g., OSA, Admissions, Financial Aid).
With program staff/faculty directors and co-chairs, oversees the process for student petitions, cases, leaves, and other enrollment requests.
Serves as a central resource on individual student issues and general policy issues related to students.
Maintains and ensures compliance to School, University, and Federal rules.
Serves as a Title IX Resources Coordinator for students.
Financial Management
Manages the financial resources of the programs including developing and overseeing operating budgets.
Supports direct reports in their budget planning and oversight.
Basic Qualifications
Advanced degree
Minimum of 7+ years related experience including having worked with faculty and graduate students
Experience providing student supports and services
