The Multnomah County Department of Community Justice Juvenile Services Division strives to be a National Model for Juvenile Justice where integrity, commitment, leadership, diversity, inclusion, and compassion are the foundation. The purpose of this integral position is to provide administration, oversight, planning and evaluation of restorative initiatives, courtyard cafe, and residential programming, assisting in the operations of the Juvenile Services Division.
This advanced level, professional position reports to the Juvenile Services Division (JSD) Director and provides oversight, supervision, and leadership to the Restorative Practice Team, Courtyard Cafe, and Assessment and Evaluation Program.

The essential functions of this position include:
Oversight, supervision, and leadership to the Restorative Practice Team and Assessment and Evaluation Program
Direct the managers who lead the day-to-day operations of the Assessment and Evaluation (A&E), Courtyard Cafe, and Restorative Services programs.
For the A&E Program, this includes ensuring adherence to Behavioral Rehabilitation Services (BRS) standards as set forth by Oregon Health Authority (OHA) and reviewed by regular audits.
Supervision of staff that includes:
Supervision of two A&E Managers and the A&E Program
Supervision of the Courtyard Cafe Manager and Nutrition Services Program
Supervision of the Restorative Practices Program
Manage 20% of JSD’s FTEs.
Establishes expectations and provides employee performance feedback.
Create a positive work environment and employ a strength-based approach to supervising staff.
Respond to and resolve confidential and sensitive inquiries; investigate complaints and recommend corrective actions as necessary.
Develop and coordinate professional staff development.
Development and management of the budget, contract monitoring, purchasing and accounting functions
Develop justifications and make budgetary recommendations to the DCJ Executive Team for the $6.1 million (approx.) of the JSD budget that they will be responsible for.
Develop, administer, assist, and monitor program budgets.
Assist the Juvenile Services Division Director in preparation, management and oversight of contracts and service delivery.
Forecasts and projects expenditure/revenue impacts and reallocates resources as necessary.
Plan, organize, direct, manage, coordinate and evaluate A&E and restorative programs in JSD.
Assist in the coordination and development of the Juvenile Crime Prevention Plan.
Approve expenditures with strict adherence to County Finance Administrative Procedures.
Analyze and review federal, state, and local laws, regulations, policies, and procedures in order to ensure compliance; conduct analysis on best practices and trends, and formulate and implement recommendations.
Recommend and establish administrative controls and improvements.
Identify, obtain, and manage funding from grants, contracts and other funding streams
Clinical Direction and Oversight for Assessment & Evaluation Behavioral Residential Program
Provide oversight of clinical operations of the program.
Implementation of therapeutic interventions and evidence-based practices.
Collaboration with internal and external stakeholders to include other county agencies, clients/families, and community providers to ensure accessibility of services to clients and appropriateness of referral and placements.
Monitoring and evaluating the effectiveness of programming.
Ensure that treatment programs effectively integrate community supervision, safety, and clinical protocols and mandates.
Initiate continuous program improvement efforts.
Program development, planning, coordination, and implementation
Lead in the development and implementation of policies, procedures, and practices for improved outcomes.
Monitors employee compliance with policy and procedure and keeps JSD Director advised of staff issues.
Set goals and objectives for the unit in alignment with the Department’s overall mission and vision.
Continuously review and evaluate the quality of services provided by individual work teams.
Provide leadership, strategy, and advice, driving the programmatic work of the Restorative Practices team.
The Restorative Practices team includes the Hands of Wonder garden, Detention restorative practice coordinator, and Court and Community Services restorative practice coordinator.
The programmatic work includes developing and implementing restorative practice training programs, designing and facilitating, restorative circles or meetings, creating policies and procedures for restorative approaches, evaluating the effectiveness of restorative interventions, and collaborating with other internal and external stakeholders to promote restorative practices.
Provide leadership for interagency collaborations that will improve policies and procedures to better youth and families impacted by the Juvenile Justice system.
Research evidence based practices related to subject matter expertise, including topics on trauma, cultural responsivity, and reducing overrepresentation of marginalized populations in the Juvenile Justice system.

Everyday, Multnomah County staff work together to serve as a safety net for our communities. During a disaster, this safety net becomes even more critical. All County employees have a role in serving the public during inclement weather, natural disaster, or other types of community emergency response. During these emergency responses, while typically there begins with a call for volunteers, county employees may ultimately be reassigned from their current position to a role in the emergency response in order to support the critical needs presented by our communities. Develops, field tests, and selects nutrition/ health education materials. Provides for quality control in education and direct service. Responsible for the maintenance of required records/statistics and the preparation and submission of reports. Implements, monitors, and evaluates special projects as requested by the Manager of Nutrition Education. Represents the Red Cross and promotes services and programs to the communities within the Chapter’s jurisdiction. POSITION SUMMARY:
Under the Direction of the Program Manager of the Necessities of Life Program (NOLP), promote access to food and nutrition education services to people living with HIV through the distribution of food and personal hygiene item, coordination of identifying vendors and purchasing food pantry food stock that meet the dietary requirements of the program.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Analyze NOLP food inventory using food analysis software.
In partnership with the programs Registered Dietician, develop monthly food menus for the programs food distributions to clients.
Locate new food vendors, purchasing food stock and entering food acquisitions in the programs computerized inventory software.
Work with the Program Manager to monitor food expenditures.
Work with the Regional Food Bank to secure donated and low-cost food items.
Work with the programs Inventory Specialist to manage food rotation and reduce food waste.
Assist clients with completion of NOLP application forms and related paperwork and data entry.
Prepare and complete NOLP client eligibility interviews, including scheduling, reviewing NOLP application materials and making an assessment for the purpose of determining eligibility for the NOLP program both within the agency and by outside referral agencies.
As necessary, assist with the distributing groceries to clients. Ensure that the food pantries are clean and meets health code requirements as mandated by the Los Angeles County Department of Health.
Provide supervision to interns and volunteers working in the food pantries, as necessary.
Provide direction on distribution of food product to program staff.

POSITION SUMMARY:
Under the Direction of the Program Manager of the Necessities of Life Program (NOLP), promote access to food and nutrition education services to people living with HIV through the distribution of food and personal hygiene item, coordination of identifying vendors and purchasing food pantry food stock that meet the dietary requirements of the program.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Analyze NOLP food inventory using food analysis software.
In partnership with the programs Registered Dietician, develop monthly food menus for the programs food distributions to clients.
Locate new food vendors, purchasing food stock and entering food acquisitions in the programs computerized inventory software.
Work with the Program Manager to monitor food expenditures.
Work with the Regional Food Bank to secure donated and low-cost food items.
Work with the programs Inventory Specialist to manage food rotation and reduce food waste.
Assist clients with completion of NOLP application forms and related paperwork and data entry.
Prepare and complete NOLP client eligibility interviews, including scheduling, reviewing NOLP application materials and making an assessment for the purpose of determining eligibility for the NOLP program both within the agency and by outside referral agencies.
As necessary, assist with the distributing groceries to clients. Ensure that the food pantries are clean and meets health code requirements as mandated by the Los Angeles County Department of Health.
Provide supervision to interns and volunteers working in the food pantries, as necessary.
Provide direction on distribution of food product to program staff.

Compensation and Benefits :
This is an AmeriCorps position; candidates will receive a living allowance dependent on their length of service. The living allowance is a fixed amount, not an hourly wage or a salary. The allowance is paid to members in biweekly installments throughout their term of service. Upon completion of AmeriCorps service members shall receive an additional education award also dependent on the length of service that can be used for paying off student loans or paying tuition for a Title IV accredited college.
Living Allowance: approximately $1040 every two weeks before taxes
Per Diem: $15/day spent in the field. Crews typically combine per diem funds and shop/prepare meals as a team.
Housing Stipend: In addition to your Living Allowance and on average is $100.00 biweekly.
TOTAL COMPENSATION BIWEEKLY: $1260 (pre-tax)
Segal Education Award : After successfully completing an AmeriCorps term of service members are eligible to receive the Segal AmeriCorps Education Award. For this term of service the education award amount will be $3,172.50. You can use the award to repay qualified student loans and to pay current educational expenses at eligible institutions of higher education and training programs. Student Loan Forbearance : If you are currently paying on any federal student loans you have the option to put those loans into forbearance during your time as an AmeriCorps volunteer, that will allow you to cease payments while serving. Interest Accrual Repayment : As AmeriCorps alum, you are eligible to have the National Service Trust pay all or a portion of the interest that accumulated on your qualified student loan(s) during your term of service. This is an AmeriCorps position; candidates will receive a living allowance dependent on their length of service. The living allowance is a fixed amount, not an hourly wage or a salary. The allowance is paid to members in biweekly installments throughout their term of service. Upon completion of AmeriCorps service members shall receive an additional education award also dependent on the length of service that can be used for paying off student loans or paying tuition for a Title IV accredited college.
Living Allowance: approximately $1040 every two weeks before taxes
Per Diem: $15/day spent in the field. Crews typically combine per diem funds and shop/prepare meals as a team.
Housing Stipend: In addition to your Living Allowance and on average is $100.00 biweekly.
TOTAL COMPENSATION BIWEEKLY: $1260 (pre-tax)
Segal Education Award : After successfully completing an AmeriCorps term of service members are eligible to receive the Segal AmeriCorps Education Award. For this term of service the education award amount will be $3,172.50. You can use the award to repay qualified student loans and to pay current educational expenses at eligible institutions of higher education and training programs. Student Loan Forbearance : If you are currently paying on any federal student loans you have the option to put those loans into forbearance during your time as an AmeriCorps volunteer, that will allow you to cease payments while serving. Interest Accrual Repayment : As AmeriCorps alum, you are eligible to have the National Service Trust pay all or a portion of the interest that accumulated on your qualified student loan(s) during your term of service. These payments are made in addition to the Education Award, and are not deducted from your Education Award balance. To be eligible to have accrued interest paid: The loan must have been placed in forbearance for the service period, and you must have successfully completed a term of service and received an Education Award. Supplemental Nutrition Assistance Program Eligibility : AmeriCorps Volunteers qualify for the Supplemental Nutrition Assistance Program (SNAP). Insurance : Limited Health, Dental and Vision Insurance will be completely paid for at no cost to you by the Great Basin Institute.

What will you do? The Oregon Health Authority (OHA), Public Health Division (PHD), Nutrition and Health Screening (WIC Program) in Portland, OR is recruiting for an WIC Nutrition & Local Services Manager to develop and implement policies, procedures and program priorities for the WIC program and determine the most effective utilization of resources in order to reach goals and objectives for providing services to the WIC target population. This position is responsible for very complex operations in terms of supporting local program WIC services, certification and eligibility determination requirements, nutrition education and breastfeeding strategic planning, integration and outreach, compliance with federal requirements, and communication and collaboration with USDA staff in Food and Nutrition Services (FNS).
What will you do? As the WIC Nutrition & Local Services Manager , you will supervise the Nutrition and Local Services Team, including health professionals such as registered dietitians, nutritionists and health educators. This position is a member of the state WIC Office management and leadership teams. You will represent the WIC program at various public health and nutrition partnership meetings and foster collaboration among partners in support of the mission and goals of the program.
In this position, you will assure the implementation, accuracy and integrity of federally required biennial compliance reviews of all contracted local agency WIC programs and coordinate these reviews with the Public Health Division triennial review process. This position participates in the program's caseload monitoring and assignment process, including development and implementation of intervention strategies to assure the federal performance measure is met. This position is designated as the Oregon State WIC Nutrition Coordinator as required by USDA, therefore, current Register Dietitian Nutritionist status is required.
What are we looking for?
Minimum Qualifications
Six years of experience in supervision, program management, or professional-level work managing a nutrition services program. This experience must have included at least two years of supervision and management of a program, section, or unit related to a human services program which included: a) development of program rules and policies, b) development of long- and short-range goals and plans, c) program evaluation, and d) budget preparation.
Special Qualifications
In addition to the above minimum qualifications this position also requires that one of the following apply:
Master's or doctoral degree in the field of nutrition from an accredited college or university with emphasis in food and nutrition, community nutrition, public health nutrition, nutrition education, human nutrition, nutrition science or equivalent AND has at least two years of experience as a nutritionist in education, social service, maternal and child health, public health, nutrition or dietetics; OR
Bachelor's degree in the field of nutrition from an accredited college or university and 3 years of experience as a nutritionist in education, social service, maternal and child health, public health nutrition or dietetics related experience; OR
Senior Public Health Nutritionist under the Department of Health and Human Services guidelines; OR
State/Indian health service standards and state personnel qualifications as a Public Health Nutritionist. AND
Credentialed Registered Dietitian Nutritionist (RDN)) or eligible for registration with the Academy of Nutrition and Dietetics' Commission on Dietetic Registration, and if applicable, holds a State license or is certified as a dietitian AND has a minimum of 2 years of job-related experience.
Requested Skills

Working knowledge of the principles of public health and the WIC program's contribution to public health at the state and local level.

Management, leadership and mentoring experience

Current status as a Registered Dietitian Nutritionist (RDN) with the Academy of Nutrition and Dietetics' Commission on Dietetic Registration.
