The Multnomah County Department of Community Justice (DCJ) is seeking a Senior Manager for the Juvenile Services Division (JSD). This Senior Manager provides administration, oversight, planning and evaluation of JSD’s 64-bed regional detention facility and 16-bed Behavior Rehabilitation Services (BRS) Assessment & Evaluation (A&E) residential program. You will analyze and review federal, state and local laws, regulations, policies, and procedures in order to ensure compliance with Oregon Detention Guidelines, applicable Oregon Revised Statutes (ORS), and Behavior Rehabilitation Services (BRS) Oregon Administrative Rules (OAR); serve as the Prison Rape Elimination Act (PREA) Facility Manager; conduct analysis on best practices and trends, and formulate and implement recommendations; develop, implement, and maintain quality management and change management plans and systems to ensure compliance and achieve expected outcomes.
You will develop, administer and monitor a budget of over $10 million; approve expenditures with strict adherence to County finance rules; develop justifications and make budgetary recommendations to the DCJ Executive Team; participate in forecasting additional funding requirements for staffing and resources; identify, obtain, and manage funding from grants, contracts and other funding streams; participate in the interpretation, negotiation, management, and enforcement of contracts; and coordinate the finalization of budgets to ensure the timely submission of the department budget.
Additionally, you will negotiate, problem solve, and collaborate closely with contractors and other partner organizations including the Oregon Youth Authority, Oregon Department of Human Services - Child Welfare, Multnomah County District Attorney's Office, State Court System, Multnomah Education Service District, Multnomah County Health Department, Annie E. Casey Foundation, other County departments and County Juvenile Departments, local law enforcement and state agencies.
You will also represent the county to the public, elected officials, other agencies, governments, and organizations including making presentations, participating in meetings, and conducting community outreach; and act as representative on internal and external committees, interagency task forces, special projects, and other community outreach activities.

IN THIS ROLE YOU WILL
Form strong partnerships with Co-CEOs, Chief Finance and Administration Officer (CFAO), Chief Impact Officer (CIO), Senior Director of Finance (SDF), and Regional Directors to develop multi-year organizational fundraising priorities, revenue targets and projections, effective engagement plans for high-level current and potential supporters and the media, and accurate and timely updates to the Board.
Work with the Donor Impact team and the Global Leadership Team (GLT) to execute the current growth plan aligned with the strategic plan tied with Destination 2030 and with the One For All Alliance; key emphasis will be on growing the number of new prospects/donors and strengthening the portfolio in the long-term into a greater number of key donors/funders.
Ensure performance, strategy, and alignment of the organization's revenue-generating activities and external relations including brand and communications.
Lead analysis of fundraising strategies and approaches to align with current market trends while staying flexible and innovative.
Work closely with the CFAO & SDF on the revenue budget process, including budget formation, evaluating risk, generating reports and creating revenue budget for two-year revenue plans.
Support on the identification of funding opportunities that match the organization’s strategy and priorities, including high wealth individuals, corporations, and/or private foundation and/or institutional funding, and as requested, support in the engagement of current donors across all funding levels to promote long-term funding relationships.
Lead the Donor Impact team in establishing a strong culture, a people-first mentality that focuses on staff retention and growth, and work with the members of the Donor Impact team on meeting their individual and team annual goals and targets.
Partner with Regional Directors in LATAM, Africa, and India, build capacity of regional teams to grow and attract potential in-country fundraising. Oversee the development and implementation of policies and systems that support growth.
Keep abreast of developments in marketing, communications, philanthropy and fund development, and share and inform GLT, Board, and Donor Impact
Ensure compliance with all relevant regulations and laws, maintain accountability standards to donors, and follow code of ethical principles and standards of professional conduct for fundraising executives.
Serve as GLT representative on the Board Development Committee, bringing practical insight and best-practice strategy to the work of the Board in the realm of revenue generation; support and partner with the Board around elevating the organization on the driving focus areas of more dollars, more donors, more engagement, more awareness, and more intentionality.
Promote and inspire increased brand recognition for the organization while expanding global understanding of the water crisis.

Regional Support – Develop and execute regional communication plans for events and other announcements to increase regional visibility. Act as communications liaison with regions. Ensure brand cohesion across regions.
Strategic Planning – Regularly advise CEO and other senior leadership on visibility, messaging, and public engagement. Lead on communications aspect of organization’s strategic planning. Create and streamline communications policies and processes as needed. Create specific annual and multi-year communications plans to meet overall organizational goals. Monitor and analyze communications metrics.

Summary

Summary
American Progress is seeking an Associate Director or Director of Government Affairs within the External Affairs department. The External Affairs department works to promote progressive policies and ideas among members of Congress; state, local, and regional organizations and elected officials; and advocacy organizations and think tanks. Precise areas of policy responsibility are not yet determined but could include some of the following: education, national security, energy and environment, democracy and government, early childhood, and youth engagement.
Responsibilities:
Work closely with the Government Affairs team to initiate, manage, and/or coordinate outreach to federal policymakers in the U.S. Congress and officials in the executive branch.
Promote American Progress’ legislative policy priorities and work product by developing effective and innovative dissemination strategies to administration officials, members of Congress, and staff.
Ensure that the administration, Capitol Hill staff, and non-Capitol Hill staff view American Progress as a resource when they consider the development of legislative language on issues on which American Progress has expertise.
Actively identify and pursue opportunities to promote American Progress’ President and CEO and policy staff as expert witnesses for congressional hearings and meetings.
Work with relevant American Progress teams to produce, promote, and develop legislative and communication outreach strategies, often playing a project manager role.
Keep American Progress staff updated on news and events related to Congress and the executive branch, and respond to requests for information from staff.
Perform other duties as assigned.
Requirements and qualifications:
Bachelor’s degree or equivalent experience. Master’s degree is a plus.
At least seven years of government affairs experience for the Associate Director and at least eight years of experience for the Director.
Ability to work with numerous teams simultaneously and prioritize a large number of tasks.
Exceptional verbal and written communication skills.
Interest and experience in a substantive policy area.
Familiarity with the executive and legislative branches of government.
Proven ability to work in a fast-paced environment, both independently and as part of a team, and to be innovative and creative.
Proven ability to combine policy recommendations with appropriate communications and political dimensions.
