ABOUT THIS JOB
The Office of Equity and Environmental Justice (OEEJ) within the Department of Ecology is looking to fill a Budget Equity Senior Analyst (Management Analyst 5) position. As the Budget Equity Senior Analyst, you will serve as the agency’s technical and strategic expert to develop, coordinate, and assess the agency’s work to meet Ecology’s budget equity priorities and statutory obligations. You will lead the development and implementation of protocols to meet budget equity obligations under the Healthy Environment for All (HEAL) Act, section RCW 70A.02.080 (Download PDF reader) . We are looking for someone with a passion for advancing equity and justice in governance, and who shares our commitment to building an anti-racist and equity-focused institution. Duties
What makes this role unique?
This new position will work closely with Office of Equity & Environmental Justice colleagues to innovate and establish new protocols and practices that incorporate equity strategies into agency budget development and funding decision-making.
What you will do:
Serve as an agency subject matter expert on the HEAL Act, section RCW 70A.02.080 (Download PDF reader) , providing guidance to agency programs on implementation of agency budget equity initiatives.
Coordinate development of agency strategic planning goals and metrics for budget equity obligations.
Guide agency programs on analyzing, tracking, and reporting progress with equitably distributing funding and expenditures to overburdened communities and vulnerable populations.
Analyze and track how budget decisions and expenditures affect and benefit vulnerable populations and overburdened communities.
Evaluate and create opportunities for overburdened communities and vulnerable populations to meaningfully participate in agency expenditure decision processes.
Build and support public understanding about agency practices and progress towards advancing budget equity goals.

LOCATION: This position can be located in any of the following locations (duty station):
Headquarters Office in Lacey, WA. Northwest Region Office (NWRO) in Shoreline, WA . Central Region Office (CRO) in Union Gap, WA . Eastern Region Office (ERO) in Spokane, WA . Upon hire, you must live within a commutable distance from the duty station. Please Note: If the final location of this position is determined to be in our Northwest Region Office (NWRO) in Shoreline, WA . there will be an additional 5% pay increase due to its location in King County. In this instance the salary range will be $6,348 - $8,539 per month. Tele-work options for this position: This position will be eligible for up to a 90% tele-work schedule. Qualifications
Required Qualifications: Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:
30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. See below for how you may qualify.

Program planning or project management focused on equitable process design and outcomes.

Senior Financial Engineer, Kiwi Lines of Business – Consulting Services (Remote, EST preference)
The Senior Financial Engineer partners with clients to deliver exceptional strategic advisory services and identify, develop, and lead process re-engineering and systems implementations.
Essential Responsibilities
Technical
Conduct interviews with the client staff to fully understand financial tasks and processes of the organization.
Assist in reviewing accounting procedures and processes (system walkthroughs) to provide a tool for analysis.
Analyze quantitative and qualitative data from reports and identify trends and/or areas of opportunity.
Suggest changes to processes based on analysis, technology, and best practices.
Conduct system implementations, including but not limited to: Sage Intacct, QuickBooks Online, Bill.com, Expensify, etc.
Prepare project Management Package: project charter, communication and risk analysis plan, workplans, roadmaps.
Present project status updates and recommendations to leadership team(s).
Gather and analyze data from detailed reports and interpret results to help the team make strategic decisions.
Train and support client employees and Kiwi staff on use, functionality, system interface.
Review system walkthroughs and accounting procedures to ensure processes integrity (including month-end closing).
Review chart of accounts, Financial Dimensions structure, make recommendations and set-up in the system
Support in process walkthroughs, documenting accounting procedures and processes to provide a tool for analysis and inclusion in manuals
Configure and manage a metrics dashboard to monitor strategic measures, metrics & Key Performance Indicators (KPIs).
Set-up month end closing processes.
Assist in the research of new applications and technology.
Develop project deliverables.
Client Management
Manage client expectations as defined in the engagement contract and work plan.
Advise clients on best practices in configuring their financial management software systems and assist with installation, maintenance and troubleshooting.
Provide deliverables to the client Senior Management on a timely basis and in compliance with Kiwi’s Quality Management System.
Oversee team of Analysts to manage client workload, encourage them to take ownership of clients and their consultant role.
Act as a liaison between all Kiwi and client parties and communicate proactively to establish strong trust and prevent potential conflicts/problems.
Internal Supervisor Responsibilities
Communicate pro-actively with Kiwi Team and client pertaining to any potential conflicts/problems.
Implement Kiwi standard working papers to be used at new clients on an on-going basis
Adhere to all of Kiwi Partners’ company policies and procedures in the Kiwi Employee Manual, and to all Quality Management Systems to build and maintain Kiwi culture and to provide consistent high-quality service.
Follow Kiwi Partners’ security policies to ensure the safety, integrity, and confidentiality of client files and information.

The Environmental Justice Engagement Coordinator is a senior position with agency-wide impact. You will lead change across the agency to build understanding, competency, and consistency in community and Tribal engagement practices. In this position, you will gain leadership and policy experience, exposure to the range of Ecology’s work, and contribute to advancing environmental justice and equity priorities. You will work with people across the agency, as well as members of the public, staff from other state agencies, the Washington Environmental Justice council and workgroup members, and Tribal representatives.

Ecology established the Office of Equity and Environmental (OEEJ) Justice in 2021. Our mission is to eliminate environmental and health disparities for communities most at risk from pollution and other environmental impacts. We achieve this through fair and just practices that support the well-being and resilience of Ecology’s workforce and everyone in Washington. Core to this mission is having an organization culture and practices where the principles of diversity, equity, inclusion, and respect are reflected in who we are, where we work, and what we do.
What makes this role unique?
This position is the agency expert and implementation lead on the community and Tribal engagement obligations in the state Environmental Justice law ( Chapter 70A.02 RCW ). You will be responsible for strengthening the agency’s Community Engagement Plan and Tribal Consultation Framework. This includes developing and delivering supportive education materials and working with colleagues across the agency to integrate these standards and practices into agency activities. While the scope of responsibility is challenging, you will work with and have the support of colleagues within the OEEJ and across Ecology who are committed to meaningful community engagement and Tribal consultation.
What you will do:
Lead cross-program implementation of the agency Community Engagement Plan and Tribal Consultation Framework.
Lead implementation of the community compensation law that allows the agency to provide stipends to members of the public who serve on agency advisory groups.
Advise agency programs, create educational resources, and support policy development related to meaningful community engagement, Tribal consultation, and community compensation.
Develop and maintain relationships with people and groups outside of the agency to build relationships and support collaboration around agency activities.
Facilitate a cross-program network of learning and support for agency community engagement professionals.
Contribute as an OEEJ collaborative team member, and support Office responsibilities including Environmental Justice analysis, Title VI compliance, and DEIR (Diversity Equity Inclusion and Respect) organizational change.

Required Qualifications:
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, educational and volunteer experience. Working with populations or communities who are historically marginalized, communities of color, immigrants, linguistically isolated, rural, low-income, Tribal, indigenous, or who have disabilities and access needs.

Ecology established the Office of Equity and Environmental (OEEJ) Justice in 2021. Our mission is to eliminate environmental and health disparities for communities most at risk from pollution and other environmental impacts. This position is the agency expert and implementation lead on the community and Tribal engagement obligations in the state Environmental Justice law ( Chapter 70A.02 RCW ). You will be responsible for strengthening the agency’s Community Engagement Plan and Tribal Consultation Framework. This includes developing and delivering supportive education materials and working with colleagues across the agency to integrate these standards and practices into agency activities. While the scope of responsibility is challenging, you will work with and have the support of colleagues within the OEEJ and across Ecology who are committed to meaningful community engagement and Tribal consultation.
What you will do:
Lead cross-program implementation of the agency Community Engagement Plan and Tribal Consultation Framework.
Lead implementation of the community compensation law that allows the agency to provide stipends to members of the public who serve on agency advisory groups.
Advise agency programs, create educational resources, and support policy development related to meaningful community engagement, Tribal consultation, and community compensation.
Develop and maintain relationships with people and groups outside of the agency to build relationships and support collaboration around agency activities.
Facilitate a cross-program network of learning and support for agency community engagement professionals.
Contribute as an OEEJ collaborative team member, and support Office responsibilities including Environmental Justice analysis, Title VI compliance, and DEIR (Diversity Equity Inclusion and Respect) organizational change.

Duties
What makes this role unique?
You will join a part of the inorganics unit at Manchester Environmental Laboratory (MEL), a highly active production lab. In this role, you will follow EPA Methods, Standard Methods, and strict QC protocol and you will operate state of the art instrumentation. As a chemist in this unit you must be detail oriented, organized, collaborative, communicate well, and be able to work independently as well as part of a team. What you will do:
Perform sample digestions and chemical analysis on water, wastewater, sludge, sediment, tissue and hazardous waste samples for metals by ICP-OES and mercury by CVAA.
Perform sample digestions and chemical analysis on water samples for Hg by CVAFS.
Prepare, digest and analyze water, wastewater, sludge, sediment and hazardous waste samples for TCLP metals by ICP-OES.
Back up to primary analyst for ICPMS in prep and analyses.
May assist in the research and development of new methodology
Cross-train to backup primary nutrient analyst and general chemistry technicians in preparations and/or analyses.
Qualifications

Duties
What makes this role unique?
You will join a part of the inorganics unit at Manchester Environmental Laboratory (MEL), a highly active production lab. In this role, you will follow EPA Methods, Standard Methods, and strict QC protocol and you will operate state of the art instrumentation. As a chemist in this unit you must be detail oriented, organized, collaborative, communicate well, and be able to work independently as well as part of a team. What you will do:
Perform sample digestions and chemical analysis on water, wastewater, sludge, sediment, tissue and hazardous waste samples for metals by ICP-OES and mercury by CVAA.
Perform sample digestions and chemical analysis on water samples for Hg by CVAFS.
Prepare, digest and analyze water, wastewater, sludge, sediment and hazardous waste samples for TCLP metals by ICP-OES.
Back up to primary analyst for ICPMS in prep and analyses.
May assist in the research and development of new methodology
Cross-train to backup primary nutrient analyst and general chemistry technicians in preparations and/or analyses.
Qualifications
Required Qualifications:
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, educational and volunteer experience. See below for how you may qualify.
A Bachelor's degree with a major in chemistry or a Bachelor's degree with a minimum of 30 semester hours or 45 quarter hours of college-level chemistry. AND Experience – Two years of experience preparing and analyzing environmental samples for Inorganic analytes (general chemistry and/or metals). OR
One year of experience preparing and analyzing environmental samples for Inorganic analytes (general chemistry and/or metals) as a Chemist 1 or higher. at the Department of Ecology Note: A Master’s degree will substitute for two years of the required experience provided a Bachelor’s degree and the required college-level chemistry has been achieved.

The Rules and Accountability section of the Governmental Relations Office is currently looking to fill a Data Analyst (Management Analyst 4) position that will be located at our Headquarters Building in Lacey, WA .
In this senior management analyst role, you will be responsible for ensuring that customer feedback and satisfaction data is collected, analyzed, and used as part of Ecology’s Performance Management System. One key project is managing Ecology’s Regulated Customer Feedback contract, a survey conducted of our regulated customers. You will advise Executive Leadership and employees across the agency on how to gather feedback from our customers about their experiences interacting with Ecology. You will design feedback mechanisms, help employees analyze the results and advise on next steps and process improvements. In addition, you will be a part of the Governmental Relations performance management team and will participate in developing our agency’s strategic plan, support our performance measure framework, and assist in the implementation of our quarterly performance reviews. What is unique about this position?
In this unique position, you will focus on performance management and customer feedback. You will work with all ten of Ecology’s environmental programs, offices, and administrative programs. You will serve as the agency expert on customer feedback.

Support the agency performance management system by gathering and analyzing data related to our programs and services.
Develop tools and visuals for displaying, communicating, and using data in decision-making.
Provide advice to agency staff to support performance management work including customer feedback.

In this role, you will serve as Principal Assistant to the Revenue and Receivables Unit Manager with expertise in the functional areas associated with contracts and loans receivable accounting.
The Revenue and Receivables Unit is located within the Fiscal Office. The Fiscal Office and Budget Office make up the Financial Services Division (FSD). The FSD is one of six administrative divisions that serve Ecology. Keeping Washington Clean and Evergreen The Air Quality Program within the Department of Ecology is looking to fill a Climate Commitment Act Environmental Justice Planner position. This position is located in our Headquarters Office in Lacey, WA . The Climate Commitment Act (CCA) includes the responsibility for Ecology to identify overburdened communities, and then take action to monitor and evaluate the air quality, and reduce pollutants in these communities. This position is open to anyone authorized to work in the US. The UW is not able to sponsor visas for staff positions.
Office is located in Seattle, Washington. This position is eligible to work fully remote in the US; work schedule required to overlap 50% of IHME office hours, between 8 a.m. and 6 p.m. Pacific Time.
This position currently has funding until September 2022, with a possibility of being extended.
