Job Summary
The Department Information Systems Coordinator (DISC) provides technical assistance and support to the Sheriff’s Office, Jail Services, and other local law enforcement agencies in planning, developing, and operating a regional law enforcement information network. This position will work directly within Clark County Information Technology (IT) and collaborate with Clark County Sheriff’s Office (CCSO) management, with key responsibilities of overseeing database and application technologies used in reporting; optimizing systems for information analysis; and coordinating related enforcement activities among multiple agencies. These responsibilities necessitate both a thorough understanding of the department processes and workflow, and comprehensive knowledge of the capabilities of the available computer software and programs as well as various niche technology products specific to law enforcement. Duties typically include, but are not limited to: Assist in the installation, administration, and support of various CCSO, Jail Services, and vendor-based hardware and software systems/applications. • Participate in evaluating, recommending, and selecting application and/or hardware products needed to support the Sheriff’s Office or partner agencies. • Assist users on day-to-day computer related issues such as setting changes, printer issues, burn CDs/DVDs, file recovery, and general application use. • Provide initial or secondary troubleshooting on system/server failure and coordinate with County IT to determine the appropriate fixes. Assists in break fix where applicable or in County IT absence. • Assist in the development, maintenance, and troubleshooting of data transfer process between CCSO systems, County IT, and vendors. • Assist in the design and development of department level relational database (e.g. SQL database) and database objects to support in-house developed applications. (I.E. – Win-Pak) • Assist in coordinating database support functions for law enforcement systems including security administration, performance tuning, and data moves. • Perform system administration for reporting systems (e.g. SQL Reporting Service) including security administration, setup, bug fixes, and deployment. • Convert and migrate data from existing systems to new systems and provide on-going system maintenance for client. • Develop ad-hoc query, data extraction, and other reports to meet the department and external agencies objectives. (I.E. – SSRS reports) • Analyze data and create reports (I.E. – SSRS or other required formats for presentations) as needed for customers. • Monitor and track inventory of law enforcement hardware and software including laptops, projectors, etc. • Assist in the development of short-term and long-term strategic planning for the law enforcement IS support unit. • Research, suggest, design, validate, and deploy new law enforcement and mobile related technology. (I.E. – Apple iOS phones and iPads, Android phones, body cameras) • Assist in Bodycam support related to hardware and supporting applications. • Utilize MobileIron MDM solution to support the management of Apple iOS and Android phones. • Assist outside agencies on items and issues related to law enforcement records management systems. Qualifications
Education and Experience:
Education equivalent to an associate degree in computer science or closely related field (directly related work experience may substitute for the degree requirement) plus three to five years of responsible experience in supporting computer technology users and systems is required. The degree must have been conferred by an institution of higher education and have National Recognition of Accrediting Agencies by the U.S. Secretary of Education, and official transcripts will be required at the time of hire.

The Workforce Diversity Data Equity Analyst (RA4) will lead the development and use of new, innovative, and statistically valid methods to analyze data to inform the demographic characteristics of OHA’s workforce and disparities; conduct parity analysis; estimate expected impacts on workforce development, trend analysis, and potential cost and policy implications. The specific functions of the position include 1) the implementation of new or enhanced systems to analyze workforce data which can lead to better understanding of workforce disparities and appropriate interventions; 2) analyzing health equity data and applying research techniques to lead to better understanding of inequities and appropriate interventions; 3) analyzing state-level population data from the American Community Survey and other sources and applying research techniques to create parity metrics for comparing OHA’s workforce to the state’s population; 4) developing and disseminating regular workforce equity reporting and dashboard visualizations (5) Developing and implementing and managing a plan to ensure workforce data complies with REALD & SOGI standards and recommendations.
The Health Equity Research Analyst (RA4) will lead work on using data from various datasets maintained by OHA to produce timely and relevant reports and other deliverables to support priorities, and broader health system transformation activities. The research analyst will support: 1) the development of data systems to meet REALD & SOGI requirements; 2) OHA’s parity goals and benchmarks, analyze, and utilize data to inform policy and programmatic strategies designed to eliminate health inequities and increase parity across OHA; 3) analyze health equity data and apply research techniques to lead to better understanding of inequities and appropriate interventions; 4) Provide guidance, scope of work, and work products including different coding methods for research analysts, and program staff who collect and utilize demographic and other data across OHA.
All research analysts will collaborate with the Data Quality and Informatics Analyst to provide technical assistance to agency partners, CCOs, external researchers, and other data requesters and users on statistical coding methods, and best practices for using REALD & SOGI demographic data. Establish processes, systems and develop proposals for allocating resources to continuously improve the collection and use of REALD & SOGI data by OHA and ODHS programs, healthcare providers, health insurers, and community partners in alignment with ORS 413.161 thru ORS 413.164 , and associated OARs ( Chapter 950, Division 30 ). Improving the collection, access, and use of this demographic data to ensures more informed fiscal, programmatic, service policy, and public health planning decisions in service of OHA’s goal of eliminating health inequities by 2030.
All research analysts will lead important data and research initiatives towards advancing OHA's understanding of REALD & SOGI data. Provide data informed policy options and recommendations to help decision-makers determine best course of actions for programs, policy, practice, and interventions. Make analytic decisions that affect the reliability, validity, and value of REALD & SOGI data and methods used to inform OHA and statewide decisions. The Research Analysts must exhibit sound data analytics capability and the application of the data to real world issues, balanced judgement, and the ability to work with diverse staff and management to ensure analysis provides a basis for sound decisions about REALD & SOGI data, workforce diversity, and related conclusions. The research analysts must demonstrate ability to rapidly translate complex analytical and technical terms to nontechnical users and provide insights about how policies may impact existing procedures within the Equity and Inclusion Division, OHA and ODHS-wide. Issues and recommendations within the purview of this position will be highly visible and potentially consequential to OHA and ODHS leadership, health care constituents, state agencies, external organizations, and state-level leadership.

The specific functions of the position include 1) the implementation of new or enhanced systems to analyze workforce data which can lead to better understanding of workforce disparities and appropriate interventions; 2) analyzing health equity data and applying research techniques to lead to better understanding of inequities and appropriate interventions; 3) analyzing state-level population data from the American Community Survey and other sources and applying research techniques to create parity metrics for comparing OHA’s workforce to the state’s population; 4) developing and disseminating regular workforce equity reporting and dashboard visualizations (5) Developing and implementing and managing a plan to ensure workforce data complies with REALD & SOGI standards and recommendations.
The Health Equity Research Analyst (RA4) will lead work on using data from various datasets maintained by OHA to produce timely and relevant reports and other deliverables to support priorities, and broader health system transformation activities. The research analyst will support: 1) the development of data systems to meet REALD & SOGI requirements; 2) OHA’s parity goals and benchmarks, analyze, and utilize data to inform policy and programmatic strategies designed to eliminate health inequities and increase parity across OHA; 3) analyze health equity data and apply research techniques to lead to better understanding of inequities and appropriate interventions; 4) Provide guidance, scope of work, and work products including different coding methods for research analysts, and program staff who collect and utilize demographic and other data across OHA.
All research analysts will collaborate with the Data Quality and Informatics Analyst to provide technical assistance to agency partners, CCOs, external researchers, and other data requesters and users on statistical coding methods, and best practices for using REALD & SOGI demographic data. Establish processes, systems and develop proposals for allocating resources to continuously improve the collection and use of REALD & SOGI data by OHA and ODHS programs, healthcare providers, health insurers, and community partners in alignment with ORS 413.161 thru ORS 413.164 , and associated OARs ( Chapter 950, Division 30 ). Improving the collection, access, and use of this demographic data to ensures more informed fiscal, programmatic, service policy, and public health planning decisions in service of OHA’s goal of eliminating health inequities by 2030.
All research analysts will lead important data and research initiatives towards advancing OHA's understanding of REALD & SOGI data. Provide data informed policy options and recommendations to help decision-makers determine best course of actions for programs, policy, practice, and interventions. Make analytic decisions that affect the reliability, validity, and value of REALD & SOGI data and methods used to inform OHA and statewide decisions. The Research Analysts must exhibit sound data analytics capability and the application of the data to real world issues, balanced judgement, and the ability to work with diverse staff and management to ensure analysis provides a basis for sound decisions about REALD & SOGI data, workforce diversity, and related conclusions. The research analysts must demonstrate ability to rapidly translate complex analytical and technical terms to nontechnical users and provide insights about how policies may impact existing procedures within the Equity and Inclusion Division, OHA and ODHS-wide. Issues and recommendations within the purview of this position will be highly visible and potentially consequential to OHA and ODHS leadership, health care constituents, state agencies, external organizations, and state-level leadership.
MINIMUM QUALIFICATIONS A Master’s degree in Statistics, Statistical methods, Epidemiology or Public Health, Public Health Administration or a degree related to the agency program that demonstrates the capacity for the knowledge and skills required. Prefer knowledge and understanding of data analysis, data quality and informatics, policy and evaluation, and workday data systems. What you will do!
The Senior Data Developer/Analyst position will be responsible for assisting the OIS management and customer organizations with collection and analysis of business requirements and resources for the purpose of defining the strategic business and technical direction, including the design of new software and technology applications. You will plan, develop, integrate, implement, and coordinate projects and activities that support applications development with a focus on Database Development to include data structures, stored procedures, and functions. This position will serve as a specialist dealing essentially with software development data layer. Analyzes business requirements and needs by meeting with customers, customer liaisons, and other project teams to create the best possible business solutions.
Synthesizes new ways of performing business processes based on large amounts of complex and diverse business and technical needs and requirements. Translates customer requirements into general and detailed specifications. Decisions affect the ability of the business and OIS to meet their strategic and tactical goals. This requires the highest level of technical work and a very careful, methodical, and interactive decision-making process with a high consultation level. This position recommends changes in business operations to effectively utilize system resources. Review and approves all design deliverables including logical data models for conformance to overall strategic plan and physical design standards.
This position is part of team that supports mostly Child Welfare Systems.
What we are looking for!

(a) Six (6) years of information systems experience in:
Software Development with a focus on Database Development, Data Architecture, or similar role in a large organization.
OR
(b) An Associate's degree in Computer Science, Information Technology, or related field, OR completion of a two (2) year accredited vocational training program in information technology or related field.
AND four (4) years of information systems experience in
Software Development with a focus on Database Development, Data Architecture, or similar role in a large organization.
OR
(c) A Bachelor's degree in Information Technology, Computer Science, or related field AND two (2) years of information systems experience in:
Software Development with a focus on Database Development, Data Architecture, or similar role in a large organization.
OR
(d) Master's degree in Information Technology, Computer Science, or related field may substitute for all of the above.
Desired Attributes
Ability to work with little guidance when performing architectural technology functions, establishing personal work priorities, resolving issues in alignment with business priorities, technical standards, organization practices, enterprise frameworks and paradigms.
Support cross-functional project teams consisting of Application Development, IT operations, and Business staff.
Expertise with the development of business use cases, user stories or other agile software development requirements gathering and documentation methodologies which are recorded and tracked in ADOS DevOps Server for work completion, tracking and reporting.
Knowledge, experience, and willingness to continuously learn and mentor current Information Technology frameworks such as ITIL, PMBOK, Agile, DevOps etc.
Ability to take high level, customer driven ideas and turn them into actionable work objectives.
Excellent written, verbal, meeting facilitation, and presentation skills.
Ability and desire to work in a team environment in alignment with OIS practices.
Willingness to learn Business Intelligence and reporting tools such as SSRS, Power BI and Tableau.
Solid understanding and willingness to learn and use the OIS Software Development Lifecycle (SDLC).
Understanding and Awareness of Software Development technology stacks, such as: .NET, Angular, IIS, Azure DevOps, Microsoft OS and SQL Server, etc.
Understanding and Awareness of Microsoft SQL, database design and modeling theory and the T-SQL query language and SSIS.
Experience using modern source control systems, testing practices, code and design review tools and processes such as ADOS, Git, SonarQube and Burp.
Good problem-solving skills and experience.
Satisfy requirements, meet agreed completion dates, and perform unit & integration testing.
Multi-task effectively between a few projects.
Help identify, and document security vulnerability findings.
Work with business unit to record and prioritize bug fixes and other system changes.
Develop and maintain solution documentation and share knowledge in agency Stack Overflow system.
Basic understanding of modern relational database design, modeling, manipulation and ETL concepts.
Experience in advancing health equity, addressing systemic health disparities, and collaborating with diverse, vulnerable, and underrepresented populations.
