Job Description

The Federal Policy unit is responsible for coordinating Oregon’s Medicaid State Plan, Health-Related Services including CCO policy and spending reviews, and Home and Community-Based Services Waivers operated by ODHS. The primary purpose of this position is to serve as the Federal Policy Liaison for State Directed Payments (SDPs) and provider taxes, acting as a key advisor to OHA senior management and shaping strategy that aligns federal requirements with Oregon’s policy preferences and health system goals. The analyst translates federal policy into agency action by interpreting CMS guidance, leading development and submission of SDP preprints, coordinating responses to CMS inquiries and federal oversight activities, and developing regulatory policy, workflows, and systems improvements to ensure compliant administration of SDPs and provider taxes. To operationalize complex policy, the analyst develops and reviews regulatory policy, standards, internal controls, and end to end workflows to ensure consistent, compliant administration of SDPs and provider taxes. They maintain audit readiness through performance monitoring, align quality measures with federal requirements and state goals, and lead structured communication and feedback loops with CCOs, providers, and associations.

 

This announcement is for one, full-time, permanent, unrepresented management service, Operations & Policy Analyst 4. This is a hybrid position [Remote- 85% or In Office 15%]

 

Minimum Qualifications:

Any combination of experience and education equivalent to eight years of experience that typically supports the knowledge and skills for the classification such as a Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and five years professional-level evaluative, analytical and planning work.

 

Desired Attributes:

  • Experience leading policy and program development at the community, state, or national level to advance health equity, address systemic disparities, expand culturally responsive services, and elevate community and lived‑experience voices.
  • Knowledge of health service delivery systems, especially Oregon Health Plan/Medicaid, with experience working with CCOs, safety‑net programs, behavioral health providers, CMHPs, and community‑based organizations to shape operations and policy.
  • Knowledge of legislative and regulatory processes, including analyzing and advising on federal and state laws, legislative concepts, and bills; familiarity with Oregon Administrative Rules and Oregon Revised Statutes is preferred.
  • Experience developing, implementing, and refining SDP and provider tax policies.
  • Strong oral and written communication skills, including presenting qualitative and quantitative information clearly to diverse audiences in culturally responsive and accessible ways.
  • Ability to navigate complex relationships through collaborative problem‑solving, consensus‑building, and solution‑focused approaches, with experience facilitating meetings across internal teams, community groups, and government partners.
  • Experience evaluating and synthesizing quantitative and qualitative data to assess program effectiveness and inform quality assurance, strategic planning, and decision‑making.
  • Demonstrated project management skills, including managing multiple priorities and supporting human‑centered change management.
