What you will do!
Early & Periodic Screening, Diagnostic and Treatment (EPSDT) Quality Improvement Analyst. Early and Periodic Screening, Diagnostic & Treatment (EPSDT) is a federally mandated Medicaid program which covers more than one-third of Oregon Health Plan members (approximately 500,000 children and youth under age 21). Starting in 2025, the program will begin to extend EPSDT benefits to young adults with special health care needs (YSHCN) up to 26 years of age, as well as provide certain benefits to youth while incarcerated. This primary purpose of this position is to lead EPSDT program monitoring, quality assurance and quality improvement efforts. This position will work closely with the EPSDT Research Analyst and with the Coordinated Care Organization (CCO) and Fee-for-Service (FFS) Open Card Quality Improvement / Quality Assurance teams.

In accordance with Senate Bill 1557 (2024), the Medicaid Behavioral Health Multi-system analyst will work to ensure OHA prioritizes child, youth and family-centered supports towards prevention and recovery, are provided with access to all services for which the children or youth are eligible regardless of their disability type or family situation, and are not restricted to a single-service setting or delivery system. This work aims to support youth and their families in accessing the appropriate and comprehensive home and community-based services and supports intended to prevent crises and hospitalization from happening or reoccurring and provide stabilization in the event of crisis. What you will do!
Project and Program Coordination and Administration
Conduct project management activities for alcohol and other drug related initiatives

Facilitate and foster collaborative internal and external partnerships in support of Alcohol, Tobacco and Other Drug (ATOD) prevention
Promote communication and coordination with other prevention related initiatives to advance collaborative, system wide impacts
Policy and Partnership Development and Consultation
Support community needs assessment, partner outreach and engagement, and linkage to state and national training and technical assistance resources
Advise on unmet needs, system gaps, and allocation of substance use prevention funding and other resources
Track data, research, and best and emerging practices for alcohol and other drug primary prevention, including population- and environmental-level initiatives
Evaluate and recommend program and policy priorities and strategies
Provide support for implementation of legislative and policy initiatives
Strategic Planning and Alignment
Facilitate collaborative relationships among local, state and national government agencies and community-based organizations.
Contribute to inter-disciplinary teams working to align alcohol and other drug prevention initiatives across the Center for Prevention and Health Promotion, OHA and other state agencies

D uring normal conditions, this position is designated as hybrid, typically in the office no more than three days a week.

The mission of Oregon's Health Security, Preparedness and Response (HSPR) Program is to develop public health systems to prepare for and respond to major, acute threats and emergencies that impact the health of people in Oregon. We collaborate with Oregon Emergency Management (OEM) and our local, regional and national Emergency Management partners
What will you do?
As the Surge Policy & Fiscal Coordinator, you will lead program planning for health care facility and health system recovery from the COVID-19 pandemic and successive waves of patient surges and workforce stressors. You will develop strategies for the recovery of health systems in ways that will allow them to come back stronger and better able to prevent health equity gaps that have occurred during the COVID-19 pandemic. In addition, you will develop agreements, contracts and policy proposals that build system- and state-level recovery programs that will rebuild the health care infrastructure, finances, and workforce stronger and more resilient than before the pandemic to prepare them for future threats. This position plays a central role in the implementation of HSPR’s surge plans in support of health care coalitions, health systems and the health care workforce through emergency contracts, and other agreements.

Minimum Requirements:
A bachelor’s degree in public health or a related field in addition to five years of professional level operation and management experience related to public health,
OR; eight years of professional level operations and policy management experience related to public health.
Requested Skills:
