Clark County Public Works is currently seeking an experienced Right of Way professional who loves working in a team environment to join our Real Property Services’ (RPS) team. We are looking for a professional with strong communication and interpersonal skills who can maintain a high level of intra-departmental teamwork and customer relations. As a Right of way Agent, you would perform technical work under the general supervision in a team environment and would be responsible for negotiating with property owners to acquire a wide range of property rights for public projects. You will be responsible for managing difficult and complex projects related to the acquisition of land and other real property rights including easements, leases, licenses, permits, operating agreements and other land management arrangements through the purchase, dedication, exchange and condemnation. In addition, this position would manage and dispose of surplus properties and property rights through leasing, surplus sales, and vacating roads. We are currently looking to fill this position as a Real Property Agent I, Real Property Agent II, or a Real Property Agent III depending on number applicants and qualifications. Preference is given to those professionals who have initiated or have obtained a designation with the IRWA International Right of Way Association. All qualified candidates are encouraged to apply. Qualifications
What you would do:
Among the varied range of responsibilities held within this role, the right of way professional will perform the following:
Resolve complex and complicated land activities such as road vacations, surplus properties, tax foreclosures, identify and clearing encroachments and encumbrances from the right of way.
Prepare/coordinate legal documents necessary to complete transactions such as purchase sale agreements, leases, easements, deeds, licenses, permits interagency agreements, and Memorandum of Understanding (MOU).
Recommend actions according to real estate processes, procedure, and law. Present and speak in front of County Council.
Negotiate and acquire private properties and land rights needed for public projects for various county departments. Contact property owners and negotiate for purchase, both permanent and temporary rights. Advise property owner(s) of their rights under all applicable laws and regulations, negotiates claims and/or settlements with owners. Perform all functions of the job by implementing practices under the Uniform Act and WSDOT guidelines.
Perform comprehensive research into property transactions such as deeds, contracts, easements, title searches, right of way restrictions, encumbrances, appraisals and value analysis, environmental impacts, interpret information and prepare findings in a written and presentation format.
Research and respond to routine inquiries by the public, other county departments, and outside agencies regarding right of way and various property in a timely manner.
Prepare valuation reports for partial acquisitions, easements, and permits for non-complex acquisitions in accordance with current federal, state and county laws, policies, and procedures.
Research public deed records and coordinate the release of unnecessary easements.
Salvage appraisal reports.
Prepare auctions.
Prepare and manage demolition contracts.
Manage and track State Turnbacks.
Maintain diary.
Ideal Candidate:
Ideal candidates for this position will have experience working in the government sector. Is familiar with condemnation law, title work and property management; legal opinion, zoning and building code, map reading, land title reports and specialty appraisals; appraisal theory and techniques as it applies to eminent domain; Federal, State and County real property acquisition and relocation assistance policies and procedures.

Monitor acquisition progress and recommends condemnation when necessary; reviews condemnation reports to determine adequacy of appraisal and specialty expert witness testimony available for court use.
Examines all completed estimates and appraisals for technical compliance with established procedures. Rejects unacceptable reports and advises appraisers relative to deficiencies requiring correction.

The Development Coordinator will work closely with the Development and Communications team to assist in executing day-to-day department activities and to provide administrative and logistical support. Reporting directly to the Development Manager, this role will support all key areas within and across fundraising and relevant communications including institutional partnerships and engagement, major gifts, annual campaigns and giving; community fundraising and volunteers; and special events. The ideal candidate will have an eagerness to learn and will be able to develop a deep knowledge and familiarity of the Resolution Fellowship, create strong working relationships with the Resolution team, and learn and engage with funding and program partners, and subsidiary organizations. The ideal candidate is proactive, organized, detail-oriented, inquisitive, and ready to jump into a variety of projects to support the fundraising goals of the organization. The candidate must have a flexible schedule and be prepared to join occasional phone and in-person meetings earlier and later than regular business hours, including some weekends, with appropriate schedule modifications and/or compensation. Key Responsibilities
Work collaboratively with and alongside the development and communications team to support fundraising goals and organizational growth as follows: Direct Fundraising Activities
Participate in the collaborative development of letters of inquiry and proposals for potential and existing funders.
Collaborate with members of the Development/Communications and Programs team to create slide presentations and grant reports for corporate partners, foundations, and other major donors.
Provide administrative support to the development and communications team for the planning, launch, and execution of annual campaigns (Giving Tuesday, End of Year Campaign, and Giving Amplified), community fundraising events, and volunteer engagement efforts.
Assist with launching, tracking, and recording revenue from online fundraising campaigns on Give Lively and other related platforms.
Provide logistical and administrative support to enhance and grow our monthly giving program.
Generate targeted prospect research for individual, corporate, community, and foundation funding (training available).
Participate in all Development and Communications department meetings, Development and Program collaboration meetings, and other internal meetings, taking detailed notes and distributing agenda items as needed.

Logistical and Administrative Fundraising Support
Ensure Salesforce donor and funder records are up-to-date and that donor, prospect, grant, and donation information are properly tracked.
Generate donor, prospect, and pledge reports from Salesforce, Give Lively, and other platforms, as needed, by the Development and Finance teams.
Engage with Salesforce to pull program data and document and track institutional partner and individual donor activities.
Maintain grant tracker to manage submission timelines for letters of inquiry, proposals, and reports, tracking outcomes, and updating the calendar regularly.

Work with a team of media buyers and media planners to implement, manage and QA digital advertising campaigns across our clients. This includes display, video, mobile, SEM, and Facebook advertising.
Provide guidance to graphic designers and client teams on effective creative and copy.
Negotiate terms with advertising vendors, review and finalize contracts, approve invoices.
Review and monitor media buys - digging in on performance and settings in multiple ad platforms to make recommendations for adjustments to optimize results.
Evaluate digital advertising performance – review reports and produce analysis and recommendations on campaigns.
Drive client strategy and advertising planning meetings. Confidently present ideas and results to clients.
Research new advertising venues and stay abreast of online advertising trends; develop and maintain relationships with vendors and partners.
Consistently use findings to inform best practices and train staff.
Assign and review junior staff deliverables - providing feedback, coaching and guidance at every step.
Be a visible and vocal presence by actively contributing to our organizational culture and building inclusive spaces within your teams and across M+R.
Do your part to help us run smoothly - including carefully tracking all of your client hours as well as pitching in with small office management responsibilities.
Skills and experiences required for this role:
5-7 years of digital advertising experience that includes leading digital advertising strategy and media planning for clients in an agency setting.
Experience running integrated campaigns including programmatic display and video, social media, and search.
In-depth understanding of how to optimize performance in digital platforms to meet client KPIs, including experience actually pulling the levers yourself.
Experience developing effective ad creative for direct response.
Ability to communicate persuasively in a way that articulates your ideas and conveys your expertise, whether on the phone, in-person, or in writing.
Experience supporting the professional development of more junior staff or interns.
Demonstrated ability to craft meeting agendas to identify project goals and ensure successful outcomes.

This is an exempt, unionized position, represented by the Washington-Baltimore News Guild. The salary is $83,000 with eligibility for an approximate $6,600 year-end bonus depending on start date and firmwide performance. Additionally, we are offering a sign-on bonus of $8,300.
