Job Summary
The department of Community Services is seeking candidates skilled in accounting and finance to fill a new Senior Management Analyst (24-month Project) position. This position is primarily expected to work with federal and state funding provided as a response to the COVID-19 pandemic and its aftermath.
Under general supervision, the Senior Financial Management Analyst analyzes and maintains financial and accounting functions and related activities in compliance with local, state, and federal regulations in support of the mission, core values and purposes of Department of Community Services and the county.
The role will form part of the business unit that consists of team members from Finance and Grants and Contracts, and will be required to liaise with the business unit, department director, program managers and staff, County Auditor’s Office, and other County employees.
The person in this position will be responsible for assisting in the development of annual work plans and pipeline budgets, reviewing budgets and financial reports for accuracy, and other ad hoc financial requests as needed. Using strong interpersonal and communication skills and additional analytical skills, the incumbent will develop and maintain positive relationships with colleagues, partners, and customers with a strong focus on customer service.
Qualifications
Education and Experience:
Bachelor’s degree or higher in Business Administration or a related field and a minimum of three years of substantial and responsible experience in administrative analysis, budgeting, auditing, or a related field is required. The degree must have been conferred by an institution of higher education and have National Recognition of Accrediting Agencies by the U.S. Secretary of Education, and official transcripts may be required at the time of hire. Experience in publicly funded social services or a managed care setting preferred.
All combinations of education, experience, and training that demonstrate the ability to perform the work will be considered.
Knowledge of: interest or background in performance and outcome based operations primarily for supporting low-income and marginalized residents of Clark County that include housing related programs and emergency programs related to COVID; program development and evaluation; research methods and information sources; relevant computer-based systems and applications; principles and techniques of project management; federal and state grant and program regulations, including HIPAA; and OMB circulars; local government operations.

Salary Grade: M2.822 ($5,910.00 - $8,351.00) per month
