PRINCIPAL ACCOUNTABILITY
Under the direction of Chief Information Officer (CIO), the Database and Applications Specialist (Specialist) provides support for Oracle database, blood banking, and business applications for in-house users and clients and complies with regulations by adhering to design control and quality system standards. This position follows project life cycle for assigned projects small or large. In addition, the Specialist is responsible for data requests, user support, and troubleshooting.
This position plans, coordinates, directs, designs, builds, helps develop validation plans, tests cases/matrices, and creates test data. The Specialist also performs need analysis and delivers solutions, makes recommendations, provides direction and supports the Carter BloodCare (CBC) mission and vision.
The Specialist will work closely with decision makers, both internally and externally of the Information Services Department to identify, recommend, develop, implement, and support cost-effective IT software solutions for CBC.
Regular, full time attendance is required during office hours.
EDUCATION
Minimum of a Bachelor’s Degree in Computer Science, or closely related academic discipline; at least 8 years of experience may be substituted for a Bachelor’s Degree. MA/MS Degree, preferred
Degree or certificate in management, preferred
Oracle Certified Professional (OCP) Certificate and or Microsoft SQL Server, a plus
EXPERIENCE
8 - 10 years in a large IT environment with project planning, software development using Oracle and/or SQL databases, using related development and support tools
Strong troubleshooting skills
Managing small to medium size projects, from analysis to implementation
SKILLS AND KNOWLEDGE
Knowledge in blood banking, or with similar regulated industry, with ability to comply
Strong skills with design and development of computer applications in a regulated environment
Strong skills with PL/SQL, SQL Plus, SQL Loader, packages, procedures, functions and triggers, and especially extensive expertise in PL/SQL writing efficient and complex SQL queries with sub-queries. SQL Tuning using Explain PLAN and or TKPROF Utilities
Data conversion, migration from one application to the new application, and interfaces among diverse applications for sharing data
Proven strong skills with Oracle database and Oracle development tools, including forms/reports, WebLogic, and Apex
Superior technical, analytical, and trouble shooting skills
Knowledge in Microsoft SQL Server databases, Java, C++, Angular, C#, and .Net
Adequacy in Linux and Windows operating systems
Adequacy with project management, documentation, and training users & junior developers
Excellent written and oral communication skills
Openness to creativity, innovation, and change
Ability to facilitate, manage, and lead, when needed
Ability to seek out and share best practices
Ability to grasp trends, technological changes and new developments in the IT world
