Duties

Together you will support the collection of fees from more than 7,000 permittees each year by reconciling records, processing fee assessments, and assisting customers. What you will do:

Support the Section Manager with their schedule and electronic calendar. Track emergencies and/or time-sensitive projects, keeping the section manager informed of significant issues and status of projects.
Support the section as subject matter expert on timekeeping and leave in the Agency’s electronic system, including training new employees and troubleshooting challenges, running reports, and sending reminders.
Perform complex word processing tasks such as formatting and editing letters, memos, technical reports, program publications, position descriptions, evaluations, program policies and procedures. Ensure final letters and memos meet Accessibility minimum standards and comply with ADA requirements as applicable.
Serve as the section’s purchasing coordinator. Learn and maintain working knowledge of state purchasing requirements and protocols. Independently follow up on purchase request orders to ensure correct billing is applied, contacting fiscal office and vendors when corrections to billing statements are required, and maintaining records of incoming and outgoing orders. Evaluate costs and/or develops cost estimates for supplies, equipment, and event details (i.e., rental spaces and vehicles, catering, meeting host logistics).
Assist the section with scheduling and organizing meetings, trainings, and public events. Effectively use electronic and personnel resources to identify availability and poll large groups for scheduling. Assist subject matter experts with meeting packets, brochures, and signage, and assists with sign-in/attendee lists.
Learn and maintain a working knowledge of building conferencing equipment, including but not limited to a range of screens, microphones, headphones, cameras, computer connections and applications. Troubleshoot media problems in-person and online in hybrid meeting settings.
Cultivate excellent professional relationships with administrative staff and leadership from other regions and programs, to collaborate on best practices and support Ecology business needs.

Duties
As the Emissions Reporting Compliance Specialist, you will play a vital role in the Emissions Reporting and Verification Section, the team that ensures greenhouse gas emissions data is accurate, complete, and ready to power Washington’s Cap-and-Invest Program. Your work will help maintain the strong data foundation that supports the state’s climate goals.
Entities in the Cap-and-Invest Program must have their emissions independently verified by qualified third-party verifiers. In this role, you will help process and track compliance-related documents, including notifying reporters of potential non-compliance and supporting steps that may lead to notices of violation or penalties, and help coordinate the third-party verification program while supporting document submission, data tracking, and verification reporting. You will also review and update database entries for completeness and accuracy, as well as assist reporters and verifiers as they upload required information.

Track, organize, and monitor reports from third-party verifiers and contracts between verification bodies and clients to ensure quality and compliance with all applicable guidelines.
Maintain Washington’s list of approved third party verifiers; ensure that all approved verifiers and verification bodies meet certification requirements and comply with program requirements.
Respond to inquiries, in person, on the telephone, or in writing concerning third-party verification applications, the verification process, and status of applications.
Assist with additional functions such as annual greenhouse gas fee invoicing, records processing and retention, and requests for confidential business information treatment.
Handle, manage, and protect information that is confidential in nature and may be considered market sensitive.

About the Climate Pollution Reduction Program (CPRP)
The CPRP’s mission is to implement policies and programs to reduce carbon emissions in the state of Washington so that the state meets its statutory greenhouse gas emission limits. The CPRP focuses long-term, requiring creative and strategic decision-making for implementation to achieve broad statewide and interstate success reducing carbon emissions in the state of Washington so residents have a healthy environment and climate.
The Cap-and-Invest Group (CIG) was created in 2021 to lead the implementation of Washington’s Cap-and-Invest Program, which employs market mechanisms to reduce greenhouse gas emissions in a cost-effective manner. As part of the Cap-and-Invest Program, businesses and entities will be required to obtain allowances tied to their emissions, which can be bought, sold, and traded. This market began in January 2023, and the proceeds will be invested in initiatives to decarbonize transportation and other sectors of the economy, promote clean energy, and advance equity and environmental justice.

Entities in the Cap-and-Invest Program must have their emissions independently verified by qualified third-party verifiers. In this role, you will help process and track compliance-related documents, including notifying reporters of potential non-compliance and supporting steps that may lead to notices of violation or penalties, and help coordinate the third-party verification program while supporting document submission, data tracking, and verification reporting. You will also review and update database entries for completeness and accuracy, as well as assist reporters and verifiers as they upload required information.

The CPRP’s mission is to implement policies and programs to reduce carbon emissions in the state of Washington so that the state meets its statutory greenhouse gas emission limits. Position Description
The National Accounts Receivable and Finance Associate provides first-class financial, compliance, and customer service support to the organization, with a primary focus on accounts receivable management, invoicing, payment processing, donor/partner stewardship, financial recordkeeping, and campaign compliance activities. Support account reconciliations and prepare draft campaign finance reports for state and federal submissions. Job Summary
This is advanced technical support work in the accounting field for Clark County. The incumbent either acts in the capacity of lead worker for other clerical employees in a work unit or is responsible for complex accounting work. Employees of this class are responsible for performing complex work associated with the operation of double entry financial and accounting systems. Work of the class differs from that of the professional accounting series in that evaluation of accounting summary data and evaluation and revision of accounting procedures are not normal responsibilities. Work performed in this class consists of responsibility for preparing and maintaining accounting records; journals, ledgers, reports, statements and accounts associated with a variety of financial transactions. Incumbents are capable of establishing new and innovative record keeping procedures either manually or through an on-line data entry system. Results of work have a significant and prolonged effect in the operation of the work unit, division, department or other governmental departments or agencies within the County. Incumbents are able to perform all non-professional responsibilities within the section after two years of on-the-job training. Guidelines are in the form of Federal, State and local governmental policies, accounting procedures, control requirements and legal provisions. Work is performed with a high degree of independence, judgment and discretion within the general parameters established by the division, department and supervisors. Employees must possess a knowledge and understanding of generally accepted accounting principles and practices. The employees may be required to have knowledge of computer applications related to financial reporting. The employees must have a knowledge and understanding of legal provisions related to the functions being provided. Employees must be able to prepare complex to moderate data, statements and reports with minimal supervision. Such reports also require analytical thought and explanation. Employees may participate in the development and implementation of new accounting procedures for their own departments and other governmental departments. Personal contacts are usually with other employees within the same work unit, supervisor and representatives from various county departments, agencies and offices. Contacts may also include persons involved in other outside governmental units, as well as the general public. The purpose of contact is to obtain clarify or give facts or information directly related to the work being performed by the division or department served. Information handled may be of a technical as well as a substantive nature, and may be of a confrontational nature. The job will consist of auditing supplier invoices for accuracy that are entered by departments, auditing expense reports for compliance with policy, auditing procurement card transactions for compliace with policy and processing payments. This is a team oriented position where specific job duties rotate monthly, but the team is responsible for completion of all work and individual contributions are monitored. Team members are also assigned additional reconciliation tasks.
Qualifications
Education and Experience:
Three (3) years of general office experience, two (2) years of which must be directly related to the work of the class; or Two (2) years (90 credit hours) of post-secondary bookkeeping or accounting occupational training or education may be substituted for up to two (2) years of required experience.
Any combination of work experience and education which demonstrates the ability to perform the work of the class.
Knowledge of: The principles and practices of double-entry bookkeeping; general office practices and procedures; government structure and budget procedures; accounting principles, theories, concepts and terms; basic methods and techniques of governmental accounting, including knowledge of the Washington State BARS system.
Ability to: Classify accounting transactions, maintain and reconcile accounts, close accounts and prepare reports and statements; acquire knowledge of specialized procedures and subject matter encountered in specific assignments of the position; plan and oversee the activities of other employees; establish and maintain effective working relations with co-workers, supervisors, the general public, and employees and officials of other departments and agencies; understand and execute oral and written instructions and to apply available guidelines to varied situations; operate office equipment associated with the duties of the position at an occupational level; communicate complex and sometimes highly technical information clearly, orally and in writing.

Maintains, controls, and/or supervises the maintenance of general or subsidiary ledgers, balancing operations, pre-auditing functions, and various other accounting and clerical accounts maintenance activities such as receivables, payables, billings, and related functions.
Maintains, controls, and/or supervises the preparation of financial statements; prepares financial analysis of expenditures, operations, and related areas; conducts close-out procedures for a specified unit or program within a department.
Assists in development and installation of new accounting systems, or of modifications to existing systems; identifies requirements and determines that professional accounting standards are maintained.
Develops and maintains accounting records and schedules; calculates equipment rates for future replacement; performs a variety of technical functions for the department.
Directs and participates in the work flow of the office to meet deadlines; assures compliance with established policies and procedures; reviews and approves financial and statistical reports developed within the unit; assigns work to other fiscal support staff.
Assists in the formulation and presentation of budgets for controlling funds to implement program objectives of a department. May review operating budgets periodically to analyze trends affecting budget needs. Reviews expenditures to ensure compliance with budget plan.
Oversees the proper accounting of and department compliance with budget, billing and fiscal operations, regulations of State and Federal grants; works with subcontractors to ensure compliance with laws and regulations, formulation of budget filling and fiscal procedures and accounting for grant appropriations.
Operates a typewriter, calculator, adding machine or on-line computer as required by the duties of the position.

Job Summary
This is advanced technical support work in the accounting field for Clark County. The incumbent either acts in the capacity of lead worker for other clerical employees in a work unit or is responsible for complex accounting work. Employees of this class are responsible for performing complex work associated with the operation of double entry financial and accounting systems. Work of the class differs from that of the professional accounting series in that evaluation of accounting summary data and evaluation and revision of accounting procedures are not normal responsibilities. Work performed in this class consists of responsibility for preparing and maintaining accounting records; journals, ledgers, reports, statements and accounts associated with a variety of financial transactions. Incumbents are capable of establishing new and innovative record keeping procedures either manually or through an on-line data entry system. Results of work have a significant and prolonged effect in the operation of the work unit, division, department or other governmental departments or agencies within the County. Incumbents are able to perform all non-professional responsibilities within the section after two years of on-the-job training. Guidelines are in the form of Federal, State and local governmental policies, accounting procedures, control requirements and legal provisions. Work is performed with a high degree of independence, judgment and discretion within the general parameters established by the division, department and supervisors. Employees must possess a knowledge and understanding of generally accepted accounting principles and practices. The employees may be required to have knowledge of computer applications related to financial reporting. The employees must have a knowledge and understanding of legal provisions related to the functions being provided. Employees must be able to prepare complex to moderate data, statements and reports with minimal supervision. Such reports also require analytical thought and explanation. Employees may participate in the development and implementation of new accounting procedures for their own departments and other governmental departments. Personal contacts are usually with other employees within the same work unit, supervisor and representatives from various county departments, agencies and offices. Contacts may also include persons involved in other outside governmental units, as well as the general public. The purpose of contact is to obtain clarify or give facts or information directly related to the work being performed by the division or department served. Information handled may be of a technical as well as a substantive nature, and may be of a confrontational nature. The job will consist of auditing supplier invoices for accuracy that are entered by departments, auditing expense reports for compliance with policy, auditing procurement card transactions for compliace with policy and processing payments. This is a team oriented position where specific job duties rotate monthly, but the team is responsible for completion of all work and individual contributions are monitored. Team members are also assigned additional reconciliation tasks.
Qualifications
Education and Experience:
Three (3) years of general office experience, two (2) years of which must be directly related to the work of the class; or Two (2) years (90 credit hours) of post-secondary bookkeeping or accounting occupational training or education may be substituted for up to two (2) years of required experience.
Any combination of work experience and education which demonstrates the ability to perform the work of the class.
Knowledge of: The principles and practices of double-entry bookkeeping; general office practices and procedures; government structure and budget procedures; accounting principles, theories, concepts and terms; basic methods and techniques of governmental accounting, including knowledge of the Washington State BARS system.

Directs and participates in the work flow of the office to meet deadlines; assures compliance with established policies and procedures; reviews and approves financial and statistical reports developed within the unit; assigns work to other fiscal support staff.
Assists in the formulation and presentation of budgets for controlling funds to implement program objectives of a department. May review operating budgets periodically to analyze trends affecting budget needs. Reviews expenditures to ensure compliance with budget plan.
Oversees the proper accounting of and department compliance with budget, billing and fiscal operations, regulations of State and Federal grants; works with subcontractors to ensure compliance with laws and regulations, formulation of budget filling and fiscal procedures and accounting for grant appropriations.
Operates a typewriter, calculator, adding machine or on-line computer as required by the duties of the position.

Position Purpose:
Performs complex (journey-level) work. Provides dissatisfied beneficiaries and/or providers the opportunity to present documentation or evidence to demonstrate why an appeal or rebuttal for an enrollment denial, revocation, or suspension should be allowed. Provides an independent second level determination based on the documentation, facts, laws, regulations, and guidelines. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.

Reviews medical records/case file, writes a decision that is clear, concise, and impartial and supports the determination made, and documents review.
Makes sound, independent decisions based on medical evidence in accordance with statutes, regulation, rulings, and policy.
Responds to and ensures that all issues raised by the beneficiary, representative, supplier, and provider have been addressed.
Provides a fair and impartial decision based on current evidence, regulations, policies, and procedures.

Associate's degree or 60 or more credit hours towards a Bachelor’s degree from an accredited college or university in healthcare or related discipline
Additional experience in Medicare appeals, medical review, clinical, or other related experience in a healthcare setting may be substituted for Associate’s degree on a year per year basis. (Experience requirements may be satisfied by full-time experience or the prorated part-time equivalent.)
