Position Overview

The Division of Developmental Disabilities is seeking to hire and energetic, self-motivated professional to fill the Assistant Center Director of Operations position. This position will provide leadership and oversight of the services provided at the Kiley Developmental Center in Waukegan, Illinois, which includes directing, administering, and evaluating the Residential, Community Placement, on-campus day programs, off campus day programs, Quality Assurance, and Staff Development departments of the Center. The Kiley Developmental Center serves adults with developmental disabilities who have severe medical and/or behavioral needs.

 

Job Responsibilities

  1. Serves as Assistant Center Director of Operations for the Kiley Developmental Center.  
  2. Assists in the direction, review and enforcement of standards of habilitation in accordance with Department, Administrative and program Directives, Center policies and procedures, federal Centers for Medicare and Medicaid Services and accreditation standards.
  3. Serves as full-line supervisor.
  4. Encourages community interest and involvement in the Center and its services.
  5. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

 

Minimum Qualifications

  1. Requires knowledge, skill and mental development equivalent to completion of four (4) years college.
  2. Requires four (4) years of progressively responsible administrative experience in the fields of health or human services.

 

Preferred Qualifications (in priority order)

  1. Four (4) years of professional experience organizing, administering and evaluating ongoing services in a multi-disciplinary operation. 
  2. Four (4) years of professional experience interacting with and communicating in oral and written form with internal and external stakeholders including the use of computers.  
  3. Three (3) years of professional supervisory experience assigning work, providing guidance to subordinates, recommending counseling and/or discipline following collective bargaining agreements, training staff, preparing and signing performance evaluations and approving time off. 
  4. Three (3) years of professional experience developing and interpreting policies and procedures for a public or private organization. 
  5. Three (3) years of professional experience working with Federal and State standards and regulations relative to residential care and treatment programs. 
  6. Three (3) years of professional experience developing strategic plans, long and short-term goals for a residential treatment program. 
  7. Three (3) years of professional and/or managerial experience and interpreting, recommending, designing and implementing staffing plans for a public or private organization. 
  8. Master’s degree in a health or human services related field.

 

Conditions of Employment

  1. Requires the ability to serve on-call, after business hours, weekends and holidays.
  2. Requires the ability to travel in the performance of job duties.  
  3. Requires the ability to physically restrain individuals as necessary to prevent injury to individual or others.
  4. Requires the ability to utilize office equipment, including personal computers.
  5. Requires ability to pass the IDHS background check.
  6. Requires ability to pass a drug screen for drugs prohibited from recreational use under Illinois Law.
