The Regional Disaster Program Officer  ensures employees and volunteers within a region are assigned specific relationship management responsibilities with key emergency management staff, non-governmental organizations and corporate/organizations supporting disaster services (i.e., account management).  Serve during times of disaster in an operational leadership role for any scale of disaster.  Participate in a leadership role on larger operations for region, division, or nationwide. The Regional Disaster Officer will supervise a team of 8 staff. Responsibilities: 1. Oversee and support a paid and volunteer team responsible for the implementation of volunteer-led disaster cycle services programming throughout the region. Ensure disaster cycle services are delivered in a rapid and accessible manner to meet the urgent, disaster-caused needs of our clients, with a focus on vulnerable or under-served communities. 2. Develop and support disaster volunteers who are the primary workforce. Champion and drive the development of Disaster Leadership Volunteers to meet service delivery needs. Lead and empower a diverse team of volunteers and employees. This includes, but is not limited to, hiring, training, coaching, delegating, coordinating, and evaluating and managing performance to ensure a well-qualified, empowered team and enhance programmatic success. 3. Facilitate regional efforts to mobilize communities to prepare for, respond to, and recover from disasters and emergencies. Ensure inclusion of diverse stakeholders across the disaster cycle. Meet the needs and expectations of clients and stakeholders. 4. Build relationships and collaborate with internal partners, employees, volunteers, communities, and external organizations. Work collaboratively with internal partners to implement strategies for strengthening the Red Cross brand, ensure effective communication and deliver timely and effective services. Cultivate collaboration between lines of service to meet shared objectives and goals. 5. Serve as the regional Red Cross disaster thought leader and ensure interface with community-based, non-governmental and faith-based organizations supporting disaster services, key emergency management and government entities, and other leaders in the field of emergency services, disaster policy and operations, vulnerable communities, and community resiliency. 6. Initiate and scale a regional response when required. Work with Division staff who provide oversight and management on the regional response and support escalation to Divisional or National response.   Serve during times of disaster as the operational leader for the region for any scale of disaster.   Participate in a leadership role on larger operations for region, division, or nationwide. Must be able to perform all assigned responsibilities under “grey sky” requirements with potential for deployment as directed. 7. Oversee the successful implementation of the disaster cycle services program in alignment with established program standards. Lead project/program implementation. Monitor and collect data and present key performance indicators and updates to management. Work with division disaster team to develop gap plans for program areas not achieving expectations or metrics. Qualifications: Education: Bachelor's degree required. Experience: Minimum 7 of years related experience or equivalent combination of education and related experience required. Management Experience: 5 years of management experience of paid or volunteer workforce. Skills & Abilities: Proven track record of collaboration, facilitation, problem solving, leadership and partnership engagement. Demonstrated experience leading high-performing volunteer teams and effectively engaging and mobilizing communities and community-based organizations. Proven ability with analyzing, interpreting, and acting on business analytics, planning, technical writing, public speaking, project management, data entry and management, and process improvement. Ability to handle multiple priorities effectively, assimilate information quickly, analyze problems and implement solutions appropriately. Ability to work independently while developing and motivating a high functioning team of employees and volunteers as well as have excellent interpersonal skills in dealing with all levels of employees and volunteers across the enterprise.
