The Colorado Energy Office leads and coordinates climate action for the State of Colorado. Since 2020, the Energy Office has seen significant growth in the number, size, and breadth of programs it operates to support the reduction of greenhouse gas emissions to benefit all Coloradans. This growth has been the result of nation-leading legislation in Colorado to create new policies and programs, as well as significant and historic investments at the Federal level through the Inflation Reduction Act (IRA) and Infrastructure Investment and Jobs Act (IIJA).
This position is a key ally for the leadership of the Energy Office and the teams working across the office on innovative programs to reduce emissions and serve the people of Colorado. The Operations team is a crucial resource for the program teams as they apply for, administer, and report on both federal and state funding and grants. The Colorado Energy Office leads and coordinates climate action for the State of Colorado. Since 2020, the Energy Office has seen significant growth in the number, size, and breadth of programs it operates to support the reduction of greenhouse gas emissions to benefit all Coloradans. This growth has been the result of nation-leading legislation in Colorado to create new policies and programs, as well as significant and historic investments at the Federal level through the Inflation Reduction Act (IRA) and Infrastructure Investment and Jobs Act (IIJA).
This position is a key ally for the leadership of the Energy Office and the teams working across the office on innovative programs to reduce emissions and serve the people of Colorado. The Operations team is a crucial resource for the program teams as they apply for, administer, and report on both federal and state funding and grants. The Operations team is seeking a detail-oriented team player who can support program managers and Directors throughout the Energy Office in their work, particularly with new federal grants from the IRA and IIJA.

Support CEO’s program teams in managing Federal grants- Review all federal grant opportunities, provide analysis and recommendations
Coordinate and submit federal budgets & budget modifications for federal grants

The Spill Prevention, Preparedness, and Response Program within the Department of Ecology is looking to fill a Spill Responder (Environmental Specialist 3) position. This position is located in our Central Region Office (CRO) in Union Gap, WA . Upon hire, you must live within a commutable distance from the duty station. From industrial facilities to illegal drug labs to sunken boats, our work to stop releases of hazardous materials to the environment is unique and challenging. In this position, you will respond to oil and HAZMAT spills, safely manage dangerous waste, provide training, and develop local response partnerships. You will collaborate with law enforcement, fire service, other environmental agencies, Tribes, and other partners. Our focus on relationships builds opportunities for environmental protection as well as personal growth. Please Note: This position is required to serve as a duty officer for an after-hours, on-call pager duty on a regular rotation. Upon completion of the required training and successful medical surveillance baseline examination, the candidate will be assigned to the Emergency Spill Response Team and will be eligible for a 10% assignment pay . Likewise, Spill Responders are periodically required to be on call outside of scheduled work hours and are paid an hourly Standby Rate of 7% of the regular hourly rate . Duties
What makes this role unique?
In this role, you will work with a multi-disciplinary team and use science to solve complex environmental and public health challenges. Working with other federal, state, local, and Tribal response partners, spill responders serve as Ecology’s State On-Scene Coordinator leading the response and cleanup of complex environmental spills. The most challenging aspect of the work is coordinating with others under stress. However, every response is a new opportunity to collaborate with partner agencies and impacted citizens. You will use skill and empathy to mitigate stresses so that everyone involved is able to perform at their best and get the job done safely. What you will do:
Conduct responses to spills of oil and HAZMAT, abandoned waste, fish kills, pressurized cylinders, illegal drug manufacturing facilities, and other environmental and human health emergencies.
Under supervision, conduct operations to control, contain, and cleanup spills, and investigate their cause.
Under supervision, perform hands-on cleanup actions at oil and HAZMAT spills and illegal drug manufacturing facilities.
As State On-Scene Coordinator, oversee cleanup actions of spillers and their contractors.
Complete detailed documentation of response actions.
Complete ongoing training related to growth and competence as a Spill Responder.
Ensure safe and appropriate management of dangerous wastes generated as part of emergency oil and hazmat cleanup activities.
Qualifications
Required Qualifications:
Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:
30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. See below for how you may qualify.

The Spill Prevention, Preparedness, and Response Program within the Department of Ecology is looking to fill a Spill Responder (Environmental Specialist 3) position. This position is located in our Central Region Office (CRO) in Union Gap, WA . Upon hire, you must live within a commutable distance from the duty station. From industrial facilities to illegal drug labs to sunken boats, our work to stop releases of hazardous materials to the environment is unique and challenging. What makes this role unique?
In this role, you will work with a multi-disciplinary team and use science to solve complex environmental and public health challenges. Working with other federal, state, local, and Tribal response partners, spill responders serve as Ecology’s State On-Scene Coordinator leading the response and cleanup of complex environmental spills. The most challenging aspect of the work is coordinating with others under stress. However, every response is a new opportunity to collaborate with partner agencies and impacted citizens. You will use skill and empathy to mitigate stresses so that everyone involved is able to perform at their best and get the job done safely. What you will do:
Conduct responses to spills of oil and HAZMAT, abandoned waste, fish kills, pressurized cylinders, illegal drug manufacturing facilities, and other environmental and human health emergencies.
Under supervision, conduct operations to control, contain, and cleanup spills, and investigate their cause.
Under supervision, perform hands-on cleanup actions at oil and HAZMAT spills and illegal drug manufacturing facilities.
As State On-Scene Coordinator, oversee cleanup actions of spillers and their contractors.
Complete detailed documentation of response actions.
Complete ongoing training related to growth and competence as a Spill Responder.
Ensure safe and appropriate management of dangerous wastes generated as part of emergency oil and hazmat cleanup activities.
Qualifications
Required Qualifications:
Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:
30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. See below for how you may qualify.

What you will do! The Data Equity Business Analyst (OPA3) will work within a Data Equity team that works in partnership with HPA data analysis and reporting teams, and teams from the Equity and Inclusion Division (E&I) and the Office of Information Services (OIS). The HPA Data Equity team will a) develop documentation and business rules for REALD and SOGI data collection, b) fulfill HPA’s requests for REALD& SOGI repository data by querying and matching repository data, merging and sharing datasets, c) support an agency wide REALD &SOGI data governance committee, d) establish data use and sharing processes with internal and external partners and organizations that follow confidentiality and privacy laws, and e) build and maintain relationships with interested parties.
The purpose of this Business Analyst position is A) to lead business analysis and technology initiatives and activities in support of House Bill 3159 and the legislatively mandated implementation of a statewide REALD &SOGI data repository / information system, and B) to lead and ensure effective analysis and implementation of data and business initiatives for the HPA Data Equity REALD/ SOGI program. These initiatives usually involve business transformation and information technologies and are critical to support the agency’s mission and health equity and strategic goals. What you will do! The Data Equity Business Analyst (OPA3) will work within a Data Equity team that works in partnership with HPA data analysis and reporting teams, and teams from the Equity and Inclusion Division (E&I) and the Office of Information Services (OIS). These teams work together to create and maintain analytical processes for the collection and storage of data for race, ethnicity, language and disability (REALD) and sexual orientation and gender identity (SOGI) in the REALD & SOGI data repository/information system, and the development of external reporting and data sharing processes that include and use REALD & SOGI data for the purpose of detecting and addressing inequitable health outcomes across REALD & SOGI disadvantaged populations. The HPA Data Equity team will a) develop documentation and business rules for REALD and SOGI data collection, b) fulfill HPA’s requests for REALD& SOGI repository data by querying and matching repository data, merging and sharing datasets, c) support an agency wide REALD &SOGI data governance committee, d) establish data use and sharing processes with internal and external partners and organizations that follow confidentiality and privacy laws, and e) build and maintain relationships with interested parties.
The purpose of this Business Analyst position is A) to lead business analysis and technology initiatives and activities in support of House Bill 3159 and the legislatively mandated implementation of a statewide REALD &SOGI data repository / information system, and B) to lead and ensure effective analysis and implementation of data and business initiatives for the HPA Data Equity REALD/ SOGI program. These initiatives usually involve business transformation and information technologies and are critical to support the agency’s mission and health equity and strategic goals. Other key responsibilities for this position include:
Providing specialized REALD& SOGI and data equity expertise and assistance to HPA research, data and analytics teams, and other OHA business and IT programs.
Documenting HB 3159 REALD and SOGI business and data requirements and data integration processes, providing requirements and validation for data reports, and developing methodologies for estimating data quality and completeness.
The position requires strong project management, analytical and interpersonal skills, and poise. The incumbent will have a substantial amount of autonomy requiring exceptional skills in self-direction, as well as navigating complex situations and competing demands. As a Government Property Program Manager, you will:
Maintain Government approved business systems that are fully compliant with government, customer, and contractual requirements, as well as pertinent aerospace policies and procedures. Actively manage the Property Management system to the 10 Government Property Management Outcomes that are identified in the Federal Acquisition Regulation (FAR), specifically FAR 45 and 52.245-1. Manage a team of 7+ individuals (some of whom may include property professionals responsible for US Government, Customer-owned property, and capital assets) across multiple customer sites. Execute the Property Management Lifecycle Model from Acquisition, Use and Disposition consisting of 10 functional outcomes at multiple customer sites. Utilize established asset management metrics to ensure operational wellness. Present and review Key Process Indicators (KPIs) with customers; develop and implement improvement plans using Root-Cause/Corrective-Action (RCCA) tools when KPIs or other performance measures don’t meet customer or internal expectations. Meet customer and internal financial budget targets such as revenue, growth, operating income, and past dues. Meet operational goals such as quality, delivery, Voice-Of-the-Customer (VOC), safety, and fill time. Demonstrate knowledge and use of business concepts associated with the project cost and budgetary planning/control which occur on a regular basis. Identify growth opportunities and develop those opportunities into revenue; including the creation of proposals, followed by implementation and proper execution after wins. What makes this role unique?
Within your first few months in this role, you will have the opportunity to put a new Language Access Plan into action and lead the agency through some important changes. A key aspect of this work will be to ensure that we have high-quality, timely language services through a combination of internal language teams and external vendors. You will also work to bring consistent and clear language access guidance and training to teams that serve and regulate diverse communities across the state, which can be both challenging and highly rewarding. Help make Ecology’s information and services accessible to more Washingtonians by leading implementation of the new Language Access Plan.
Empower agency staff to improve language access through guidance, training, and technical support.
Help our internal Multilingual Interpretation and Translation Teams (MITT) feel supported, valued, and effective through your coordination and leadership.
Streamline processes and improve language services by working collaboratively with MITT members and team sponsors.
Build clarity and consistency in how we work with external vendors to ensure high quality language services.
Leverage the enthusiasm and capacity of the Language Access Work Group to creatively and collaboratively work on a range of issues and projects.
Qualifications
Required Qualifications: Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:

POSITION SUMMARY:
The Senior Program Manager, Housing Support Services is responsible for the administrative oversight of contracts, client programs, and services of the South Bay Regional Office, the West Hollywood Regional Office, and the South Central Regional Office. S/he will be responsible to ensure all contractual obligations are met and oversee the provision of all client services within these programs.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Provide oversight and ensure contract compliance with various federal, state, and city government grantees including LAHD, City of West Hollywood, and HACLA.
Provide leadership and direction to ensure that organizational standards and policies are implemented and followed.
Facilitate professional staff development and training. Mentor, guide, and coach staff to expand their skills and capabilities.
Collaborate with funders and community partners. Attend various community meetings to build relationships, improve program effectiveness, and ensure best standards and practice in meeting the needs of the clients.
Collaborate with the finance department to monitor budgets of the various contracts. Ensure effective fiscal management in accordance with contract requirements.
Ensure coordination of client services with other Alliance programs.
Provide oversight for appropriate client data collection and tracking. Ensure reporting requirements are met according to contractual obligations.
Maintains staff by recruiting, selecting, orienting and training employees.
Accomplishes staff results by communicating job expectations; planning, monitoring and appraising job results through the completion of staff goals, evaluations and disciplinary action.

REQUIREMENTS:
Training and Experience:
Masters level degree in social services or a related field.

Excellent organizational skills with the ability to handle multiple projects.
Excellent verbal and written communication skills.

POSITION SUMMARY:
The Senior Program Manager, Housing Support Services is responsible for the administrative oversight of contracts, client programs, and services of the South Bay Regional Office, the West Hollywood Regional Office, and the South Central Regional Office. S/he will be responsible to ensure all contractual obligations are met and oversee the provision of all client services within these programs.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Provide oversight and ensure contract compliance with various federal, state, and city government grantees including LAHD, City of West Hollywood, and HACLA.
Provide leadership and direction to ensure that organizational standards and policies are implemented and followed.
Facilitate professional staff development and training. Mentor, guide, and coach staff to expand their skills and capabilities.
Collaborate with funders and community partners. Attend various community meetings to build relationships, improve program effectiveness, and ensure best standards and practice in meeting the needs of the clients.
Collaborate with the finance department to monitor budgets of the various contracts. Ensure effective fiscal management in accordance with contract requirements.
Ensure coordination of client services with other Alliance programs.
Provide oversight for appropriate client data collection and tracking. Ensure reporting requirements are met according to contractual obligations.
Maintains staff by recruiting, selecting, orienting and training employees.
Accomplishes staff results by communicating job expectations; planning, monitoring and appraising job results through the completion of staff goals, evaluations and disciplinary action.
Responsible for approving staff time cards and time off requests.

REQUIREMENTS:
Training and Experience:
Masters level degree in social services or a related field.
Working knowledge of HOPWA policies and procedures.
Minimum of 2.5 years' experience in program management or supervising case management or housing specialist staff working with HIV, homeless, or other underserved populations.
Excellent organizational skills with the ability to handle multiple projects.
Excellent verbal and written communication skills.
Ability to work collaboratively with other personnel, outside service providers and funders.
Knowledge of:
HOPWA policies and procedures
WORKING CONDITIONS/PHYSICAL REQUIREMENTS:
This is primarily an office position that requires only occasional bending, reaching, stooping, lifting and moving of office materials weighing 25 pounds or less. The position requires daily use of a personal computer and requires entering, viewing, and revising text and graphics on the computer terminal and on paper.

What makes this role challenging: This position works independently, under administrative direction of the OCR Financial and Project Section Manager. As the agency expert, you will serve as the liaison between the Reclamation and Washington State Department of Ecology on issues relating to the Yakima Basin. In this role, you will collaborate with multiple federal, state and local agencies, building partnerships to reach common goals that impact the environment where we live and recreate. You will be part of a highly effective and technically advanced team of project managers with OCR, in addition to the project management team that makes up the Reclamation’s YRBWEP team. What you will do:
Serve as the agency expert and OCR's lead member of the YRBWEP team's water and land acquisition team, which is authorized to acquire water and land to provide immediate instream flow increases in the Yakima Basin to benefit fish and wildlife.
Provide water rights research, assessment information, water law advice and interpretation of Washington water code. Analyzes and creates trust water rights, writes reviews, and edits contracts for water leases and purchases. Meets and negotiates with the public and with staff from various agencies to find and acquire water rights, and drafts and files appropriate petitions and proposed orders with the Yakima Adjudication Court and/or water right change applications to Ecology to transfer water rights from out-of-stream to instream uses.
Act as liaison and resource between the Reclamation and OCR and the Water Resources Program on matters related to YRBWEP. Manages flow tracking at the Parker and Prosser gages, as well as interaction with committee and workgroups related to YRBWEP and the Yakima Basin Integrated Plan (YBIP). Assists in the development of policy and guidance relative to the YRBWEP goals. Communicates with Ecology experts, including Water Resources Section Manager, OCR Program Director, OCR Operations Manager, irrigation district personnel and various engineers and hydrogeologists as needed to meet project commitments.
Review and solicits input on issues such as fish passage, water conservation, fish habitat development, structural/operational changes, surface water storage, groundwater storage and water banks/markets. Provides progress reports to Ecology management on YRBWEP progress and implementation.
Provide staff support to the YRBWEP workgroup, including representing the state's interest and providing advice and guidance. Is responsible for drafting, editing, and providing comments and recommendations to the YRBWEP team for development of the Basin Conservation Plan and implementation of the Basin Conservation Program (Water Conservation Grant Program). Assists Ecology and Reclamation to track conservation quantities for all YRBWEP water supplies.
Serve as Ecology's senior staff representative on state environmental policy and water law including the State Trust Water Right Program for the Yakima Basin, water right transfers, and water rights adjudication.
Provide interpretation of state laws and programs relevant to the implementation of the YRBWEP. Responsible for evaluating, commenting and providing recommendations on papers and reports prepared by Reclamation and others related to the YRBWEP. Serves as Ecology's senior staff representative on various committees, work groups, and interdisciplinary teams including Water Transfer Workgroup, YRBWEP and the Yakima Basin Integrated Plan.
Qualifications
Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. Meets and negotiates with the public and with staff from various agencies to find and acquire water rights, and drafts and files appropriate petitions and proposed orders with the Yakima Adjudication Court and/or water right change applications to Ecology to transfer water rights from out-of-stream to instream uses.
Act as liaison and resource between the Reclamation and OCR and the Water Resources Program on matters related to YRBWEP. Manages flow tracking at the Parker and Prosser gages, as well as interaction with committee and workgroups related to YRBWEP and the Yakima Basin Integrated Plan (YBIP). Assists in the development of policy and guidance relative to the YRBWEP goals. Communicates with Ecology experts, including Water Resources Section Manager, OCR Program Director, OCR Operations Manager, irrigation district personnel and various engineers and hydrogeologists as needed to meet project commitments.
Review and solicits input on issues such as fish passage, water conservation, fish habitat development, structural/operational changes, surface water storage, groundwater storage and water banks/markets. Provides progress reports to Ecology management on YRBWEP progress and implementation.
Provide staff support to the YRBWEP workgroup, including representing the state's interest and providing advice and guidance. Is responsible for drafting, editing, and providing comments and recommendations to the YRBWEP team for development of the Basin Conservation Plan and implementation of the Basin Conservation Program (Water Conservation Grant Program). Assists Ecology and Reclamation to track conservation quantities for all YRBWEP water supplies.
Serve as Ecology's senior staff representative on state environmental policy and water law including the State Trust Water Right Program for the Yakima Basin, water right transfers, and water rights adjudication.
Provide interpretation of state laws and programs relevant to the implementation of the YRBWEP. Responsible for evaluating, commenting and providing recommendations on papers and reports prepared by Reclamation and others related to the YRBWEP. Serves as Ecology's senior staff representative on various committees, work groups, and interdisciplinary teams including Water Transfer Workgroup, YRBWEP and the Yakima Basin Integrated Plan.
Qualifications
Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:
30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent
Required Qualifications: A total of Ten (10) years of experience and/or education as described below: Professional level Experience in : Environmental analysis or control or environmental planning. Education: Involving a major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field. Years of professional level experience - as described above.

Additional Requirements : Must possess and maintain a valid Driver’s License. Knowledge of applicable state, federal and local environmental regulations and policies; methods for the development of an environmental program or complex study; multimedia environmental principles and practices.
Ability to work independently on large projects and stay focused for long periods of time.
Have field experience and be able to participate in field work, especially related to stream gage monitoring.
Effectively communicate technical information clearly, both orally and in writing.
Experience with Microsoft applications ACCESS, EXCEL, WORD, OUTLOOK, and POWERPOINT.
