Software Developer (Information Systems Specialist 6) Remote and Hybrid Options

Salary Range: $5,315 - $8,049

Location: Salem, OR / Remote

 

The Oregon Health Authority (OHA) has a fantastic opportunity for a Senior Developer to join an excellent team and work to advance their IT operations. This is a full-time permanent opportunity for anyone to apply. This position is a classified position represented by a union.

The work of this role may be conducted remotely with full access to the needed operating systems and technology.

What you will do! 

  • You will enhance, maintain, and optimize sophisticated software supporting the mission of the Oregon Department of Human Services (ODHS). You will work with a team of software engineers to support the maintenance, operations, infrastructure, performance, and security needs of the ODHS service and claims management system.
  • You will provide high quality expertise to research, analyze, design, develop, integrate, test, and implement various requested changes including infrastructure, bug fixes, performance optimizations, and security enhancements.
  • You will identify, design, and integrate enhanced system capabilities.
  • You will assist in the transition of legacy technology and practices to modern frameworks, platforms, architecture, development tools and automated workflows.
  • You will have frequent contact with business stakeholders, software and systems engineers, technical contractors, and vendors.

What we are looking for!

MINIMUM REQUIREMENTS:

(a) Five (5) years of information systems experience in:

  • Object Oriented Software Development
  • Enterprise Level Relational Database Analysis

OR

(b) An Associate's degree in Computer Science, Information Technology, or related field, OR completion of a two (2) year accredited vocational training program in information technology or related field;

AND

three (3) years of information systems experience in:

  • Object Oriented Software Development
  • Enterprise Level Relational Database Analysis

OR

(c) A Bachelor's degree in Information Technology, Computer Science, or related field

AND

one (1) year of information systems experience in:

  • Object Oriented Software Development
  • Enterprise Level Relational Database Analysis

(d) Master's degree in Information Technology, Computer Science, or related field

Required Skills:

  • Advanced level skills programming using Object Oriented Programming Concepts
  • Advanced level skills with Relational Database Analysis and Design

Desired Attributes

  • Microsoft SQL Server
  • Sybase Adaptive Server Anywhere / SQL Anywhere used for remote devices
  • Sybase Mobilink or other software used to synchronize to mobile devices
  • Experience with Waterfall or Agile Software Development Methodologies
  • Expertise in structured information systems design and development on multiple technology platforms
  • Administering and managing large scale, multi-system projects including directing and motivating internal staff, contractors, and other participants.
  • Identifying the scope and complexity of a project and assigning segments of that project to others

Other Desired Skills:

  • PowerBuilder 10+ (Appeon 2019+ preferred)
  • Experience using Stored Procedures with PowerBuilder
  • Experience with PowerBuilder interfaces to Mainframe environments
  • Experience with DB2
  • Unix scripting
  • Project administration methods, principles, techniques, and practices.
  • Establishing controls and security measures.
  • Developing long and short-range plans to meet established goals.
  • Developing policies and procedures
  • Analyzing organizational needs and implementing cost-effective solutions.
  • Providing professional and technical staff information, advice, training, and assistance
